Project Summary
This project items include monitoring well inspections and maintenance, storage system audits and surveys, pollution remediation site verification, and environmental assessments for soil pollution prevention in agricultural lands. The tasks are summarized as follows:
1. Monitoring Well Inspections and Maintenance
Inspections and maintenance were carried out on 2 monitoring wells, including exterior maintenance and facility repairs for one well. Additionally, assessments were conducted for 2 wells, which were re-completed, and work was done to remove foreign objects from 1 well and abandon 2 others.
2. Gas Station Inspections and Leak Detection Pipe Surveys
Monthly inspections showed no abnormalities. A leak detection survey was completed in April 2024 at 18 stations (originally 19, with Beichen Gas Station closing in December 2023). One station had PID readings exceeding 1000 ppmV, so a soil gap gas analysis was conducted, revealing toluene levels of 27.8 ppm, with other results being non-detectable (ND). Based on the pollution potential determination guidelines, further verification was deemed unnecessary, but monthly inspections will continue with priority on this station.
3. Storage System Audits and Guidance
Continued storage system audits over the past two years, completing 1 underground tank system regulatory compliance check and 6 aboveground tank system improvement re-inspections, all of which were completed by August.
4. Pollution Remediation Site Verification
The Huxi Oil Supply Center submitted its remediation completion report in February 2024, with soil and groundwater sampling conducted in April. The results showed that soil samples met pollution control standards. However, the groundwater tests showed TPH levels of 11.4 mg/L (exceeding control standards) and MTBE levels of 0.705 mg/L (exceeding monitoring standards). This verification did not pass, and the remediation plan will continue. A second completion report was submitted in August, and a second verification is scheduled for November 2024.
5. Environmental Assessment for Soil Pollution Prevention in Agricultural Lands
Six towns and cities were surveyed for soil and water quality. The results showed that heavy metal levels were below the regulatory standards, with Huxi Township having higher concentrations of heavy metals. Irrigation water samples from six locations showed heavy metal levels below the irrigation water quality standards. Conducted re-verification of irrigation water in July, which showed heavy metals were below the standards or non-detectable (ND).
6. Tracking Business Prevention Management Effectiveness
A workshop was held in June to explain the self-monitoring and prevention management procedures for businesses. In October, field inspections were conducted at 5 businesses, providing suggestions for improving their pollution prevention plans. Additional inspections of two seawater desalination plants were conducted to verify if there were any changes or abnormalities in their processes.
7. Soil and Groundwater Pollution Awareness Activities
On June 20, a regulatory briefing on storage systems was held for local industry operators. A seminar was also conducted to promote solar photovoltaic installations at polluted sites, aligning with renewable energy policies.
8. Sediment Verification Work
Regular sediment quality testing in reservoirs showed that sediment quality exceeded the upper limit of the quality index in some reservoirs. An environmental assessment was conducted in April 2024, followed by water and sediment sampling in July. The results showed that sediment quality exceeded the allowable limits in some reservoirs, and relevant authorities (Taiwan Water Corporation) were notified for further action.
9. Public Business Reviews and Technologist Audits
In August, a review was conducted for the Beichen Gas Station’s soil pollution assessment, and an online meeting was held in November for deficiencies verification.
10. Best Management Practices (BMPs) Inspection
Site inspections were carried out to ensure the implementation of best management practices. Visits were made to the Huxi Oil Supply Center, Magong Car Gas Station, and Dingyuan Military Camp, where suggestions were provided to improve future implementation.
11. Self-Commitment Project – Agricultural Soil Maternal Potential Zones
Soil sampling and analysis were completed for 16 samples across several towns, with results contributing to the establishment of maternal potential zones for agricultural soil in the county.
