This project outcomes encompass five primary aspects: preliminary review of environmental agent permit applications, study of the regulation of environmental agents management, maintenance and adjustments of the environmental agents management information system, inspection and guidance for institutions and businesses, and communication and propaganda. The achievements in each area are summarized below:
Preliminary review of environmental agent permit applications: Assisted the preliminary reviews of application documents for environmental agent permits, completing a total of 781 applications. Conduct expert consultation meetings (Handling 6 expert consultation meetings), while responding to 399 customer inquiries, to reduce the administrative loading of Chemicals Administration (CHA).
Study and regulatory revisions: Drafted amendments for two regulations: "Management Guidelines for Environmental Agent Advertising" and "Application and Issuance Guidelines for Permits of Environmental Agent Sales and Vector Control Services." To enhance advertising regulations and introduce criteria for identifying misleading or inappropriate claims. Conducted a comparison of environmental agent components with international lists of potential endocrine disruptors (EDs) and perfluoroalkyl and polyfluoroalkyl substances (PFAS). Summarized re-evaluation management regulation in Europe and the US EPA and proposed a management framework for inert ingredients in environmental agents. Gathered on anticoagulant rodenticide regulations from nine countries or regions and identified seven alternative agents. Proposed enhanced management regulation for rodenticides tailored to local conditions, such as reclassifying high-risk formulations (e.g., liquid and powder rodenticide) as specialized environmental agents (restricted use products) with restricted sale and use. Continued research into alternative control strategy, rodent resistance, palatability, and population monitoring to optimize use and reduce rodenticide quantities.
Information system maintenance and adjustments: Maintained and updated the environmental agent management information system and online inquiry systems for environmental agent permits and vector control services. Regularly updated website content and performed system maintenance tasks, including vulnerability scans, performance monitoring, and invalid account audits to ensure data security. Adjusted two system functions: reporting for vector control operation records and electronic payment integration. Integrated research findings from Taiwan's vector surveillance and control projects into the system for wider application.
Audits and guidance for institutions and businesses: Conducted inspections of 9 pest vector control operator training institutions and spot checks of 2 efficacy testing laboratories to evaluate their training and testing activities. By checking 30 environmental agent businesses to assess operational practices. To enhance personal data protection for pest control operation providers, completed reviews of 450 self-assessment reports, provided guidance to 50 high-risk businesses, and conducted three visits for personalized data protection advice.
Communication and propaganda: To promote environmental agent management, 7 seminars and briefing sessions are organized. Leveraged diverse media channels, including radio, newspapers, magazines, short videos, animations, and promotional materials, to expand the reach of public awareness campaigns. Published environmental agent-related advertisements and held promotional activities to educate the public on safe and proper use of environmental agents and relevant regulations.
By studying the regulation of environmental agents management, assisting in the review of environmental agent permit applications, system maintenance and upgrades, and inspection and guidance efforts, this project successfully achieved its goal of enhancing environmental agents management in this project.
