With Taiwan's 2050 net-zero emission target officially included in the "Climate Change Response Act," carbon capture and storage (CCS) technology has emerged as a critical strategy for achieving meaningful reductions in emissions. This project responds to Article 39 of the "Climate Change Response Act" by supporting the Ministry of Environment in developing a domestic regulatory and management framework for CCS. It reviews international CCS policies, regulations, and mechanisms, focusing on planning and execution details. The project also gathers insights from domestic CCS experts and scholars through regular consultations. Key outcomes include proposals for Taiwan's "Policy Directions for Carbon Capture and Storage," a "Draft Management Plan for CCS," and "Supporting Measures for CCS Management." These recommendations will guide the Ministry in shaping policies and establishing legal systems. By creating a well-structured CCS management framework, this project aims to accelerate Taiwan's adoption of CCS technologies and support the country's journey toward substantial emissions reductions.
