Facing the Challenges of Global Climate Change and the Central Government’s 2050 Net-Zero Transition Policy, the Chiayi County Environmental Protection Bureau Plans to Implement the "2024 Chiayi County Climate Change Mitigation and Adaptation Action Plan and Pollution Reduction and Net-Zero Action Plan"
The plan aims to promote climate change adaptation and achieve net-zero goals, fulfilling the shared responsibility of protecting the planet and progressively transforming Chiayi County into a net-zero city.
1. Analysis of Chiayi County’s Historical Carbon Emission Sources and Quantification of Emission Reduction Projects
(1) Calculation of Greenhouse Gas Emissions in 2022
The greenhouse gas (GHG) emissions for Chiayi County in 2022 totaled 5.58685 million metric tons of CO₂e.
The energy sector contributed the largest share, with energy-industry emissions accounting for 61.29%, energy-transportation at 18.37%, and energy-residential, commercial, and agricultural sectors at 14.64%.
Other sectors included agriculture (3.37%), waste (1.80%), and industry (0.52%).
Forestry provided carbon sequestration of 0.54602 million metric tons of CO₂e.
(2) Revision of the Greenhouse Gas Emission Reduction Plan
Track the progress of reduction strategies for each emission sector, compile results, and review effectiveness.
Complete the 2020–2022 results report.
(3) Drafting Chiayi County’s Net-Zero Pathway
Short-term goal for 2025: Reduce emissions by 10% to 4.69 million metric tons of net emissions.
Mid-term goal for 2030: Reduce emissions by 24% ± 1% to 3.96 million metric tons of net emissions.
2. Promotion of GHG Inventory Operations for Businesses
(1) On-site inspections of emission sources from 10 regulated industrial facilities.

3. Support for Climate Change Adaptation Steering Committee
(1) Organizing consultation and discussion meetings:

September 5, 2024: Adaptation task force meeting.

4. Alignment with the Climate Change Response Act and Revision of the Adaptation Implementation Plan
(1) Compile environmental baseline data for Chiayi County to support adaptation strategy formulation.
(2) Assess climate change impacts and prioritize key adaptation areas.
(3) Draft the county’s adaptation implementation plan in alignment with national guidelines and submit it for approval.
5. GHG Training Programs
(1) ISO 14064-1:2018 Internal Auditor Training
Held on June 11–12, 2024, covering international trends, national GHG management, audit processes, emission factor selection, and practical case studies.
Certificates awarded upon passing the exam.
(2) GHG Inventory Training
Sessions on June 18 and August 8, 2024, focusing on emissions from various sources (e.g., electricity, diesel, coal, and natural gas).
Includes regulations, reduction projects, carbon inventory practices, and case discussions.
