113年跨部會化學物質資訊服務平台(化學雲)應用計畫

中文摘要 強化、擴增及維護化學雲平台資料及開發應用功能部分,新增經濟部產業發展署、內政部消防署、臺中市政府消防局等單位3項客製化功能,新增廠商快報列表自定義分類及關鍵字搜尋功能,廠商快報擴增危險性機械及設備檢查資訊管理系統資料,民眾查詢介面擴增農藥危害辨識資訊,輔助勾稽功能呈列毒化物、工廠危險物品、優先管理化學品及消防安管等系統之交集風險廠商及快報,調整廠商快報目錄連結及附件等多項功能;資列介接與拋轉部份,協助新北市政府消防局介接3項系統資料介接;計畫執行期間維護10部會53個化學物質管理資訊系統定期拋轉,本年度新增開立共3,057組帳號,以及持續化學雲平台資安與運作維護。 強化系統資料檢核部分,調整各部會系統上傳資料之稽催、檢核與回饋規則,並於研商會議與各部會研討律定各系統上傳資料檢核細節,調整自動化檢核及稽催程式,藉以協助強化督導各部會填報資料之即時性及正確性;強化系統資料整併部分,盤點商工系統登記公示資料、環保許可管理資訊系統廠商資料、12個消防救災關注部會系統資料現況,彙整資料常見問題,重新建立資料清洗及廠商整併邏輯;另外,依據化學署提供程式碼修正建議,提出程式調整可行性評估與建議部分,歸納盤點問題及提出9項建議,優先進行程式修改。 導入科技技術、發展化學雲資料多元應用部分,應用區塊鏈技術完成毒化物許可證的廠商驗證與授權流程功能開發,使用者可設定密碼及分享連結至指定信箱查詢隱蔽資訊;應用進階機器學習技術部分,完成建構非監督式笑氣異常廠商偵測模型,並進行集成學習,藉此產生集成式異常標記資料;應用自然語言處理人工智慧技術部分,研析化學雲平台資料,完成廠商名稱與廠商地址之標準化效能評估,從AI技術面提出另一種資清洗與廠商整併方法,可用於協助檢視化學雲資料清洗與廠商整併結果之正確性。 彙整本年度食安事件資訊,蒐集中央及地方衛生機關154個食安稽查抽驗專案發布之食安不合格通報680筆,並更新資料至化學雲查詢系統之中;系統教育訓練部分,完成6場次操作教育訓練,參加人次共計206人,另完成辦理化學雲相關研商、協調或訪談會議共計11場次。

2024 Inter-ministerial Chemical Substance Information Service Platform (Chemical Cloud) Application Project

英文摘要 In terms of the enhancement, expansion and maintenance of the ChemiCloud platform, 3 customized functions were added for Ministry of Economic Affairs, National Fire Agency, and Fire Bureau of Taichung City Government. Multiple new functions were added including: custom classification and keyword search functions for the manufacturer's express bulletin list, the manufacturer’s express to expand the "Hazardous Machinery and Equipment Check Information Management System" data, the public query interface to expand the pesticide hazard identification information, and the auxiliary check function to present List riskier manufacturers’ express link, and adjust manufacturer’s express catalog links and attachments. Data linkage and transfer, assisting the New Taipei City Government Fire Department in linking data from three systems. A total of 3,057 ChemiCloud accounts were created in this year. We also continued to carry out platform information security, operation and maintenance. In terms of strengthen data checking part of the system, re-plan the rules for auditing, checking and feedback of data uploaded by each department's system and adjust the automated procedures, and coordinate with other departments in the discussion meeting to formulate implementation details, so as to help strengthen the supervision of each department's filling in of information. Collect and compile information on food safety incidents in this year, complete the collection of 680 food safety unqualified notifications issued by central and local health agencies for 154 food safety inspections and random inspection projects, and compile the data and update it to the chemical cloud query system; 6 Chemical Cloud system trainings has been completed, with a total of 206 participants, and 11 meetings with authorities concerned and one cross-functional meeting has been completed.
