Began developing and implementing the Product Carbon Footprint Labeling System in 2010. This initiative encourages businesses to quantify carbon emissions across all stages of a product’s life cycle, including raw material acquisition, manufacturing, distribution, sales, use, and end-of-life disposal. The goal is to identify carbon hotspots and opportunities for reduction. Taiwan became the 11th country globally to implement a carbon footprint labeling system. By disclosing information through labels, the system also serves an educational purpose, helping to raise public awareness and promoting green consumption by offering consumers a reference point for environmentally friendly purchasing decisions.
To build on the achievements of the carbon footprint labeling system over the years, the Ministry of Environment commissioned the “2024 Voluntary Product Carbon Footprint Label Review Project.” This project encompasses three key tasks:
(1) Processing applications for carbon footprint labels.
(2) Reviewing the carbon footprint reduction labeling system.
(3) Maintaining and managing the Product Carbon Footprint Information Website.
The key outcomes of this project are summarized as follows:
(1) Processed 250 applications for carbon footprint labels and assisted in organizing 14 related meetings.
(2) Conducted audits at 10 production sites holding carbon footprint labels,and analyzed the audit results.
(3) Completed a study on international practices regarding carbon reduction or low-carbon labeling systems, and assessed the impacts of discontinuing the domestic carbon footprint reduction label on government and private sector regulations.
(4) Visited Korea’s KEITT on November 26 to understand the status of Korea’s Environmental Product Declaration (EPD) and low-carbon labeling systems, product category rules, EPD verification mechanisms, and personnel training.
(5) Developed guidelines for voluntary carbon footprint labeling, including product category rules, inventory procedures, and label application processes, to facilitate compliance with management regulations for businesses.
(6) Maintained and optimized the Product Carbon Footprint Information Website and updated data on the government’s open data platform to encourage public participation and value-added applications of the data.
(7) Organized three training sessions on product carbon footprint labeling, including case study demonstrations, to assist businesses in understanding the label application process.
