| 中文摘要 | 本計畫辦理「環保業務通關簽審單證比對系統」功能擴充與維護，包含增列單證比對項目、配合法規需要調整比對方式、每月單證比對數據分析及系統持續營運相關維護作業及應用系統資安防護等，內容包括： (一) 維運環保業務通關簽審單證比對系統，提供即時諮詢服務及系統異常之排除，以維持系統各項功能使其能持續正常運作。 (二) 本次新增功能： 1 通關簽審系統介接化學局環境用藥管理資訊系統，在接收到「品類」「劑型」「有效成分」及「環境用藥許可證字號」等資訊後，再與通關簽審系統的資料結合，於通關簽審系統「各業務類別統計」功能進行分析及比對作業。通關簽審系統針對前述資料分析/比對作業，須提供資料(csv或xml格式)下載功能。 2 配合廢棄物清理法修正，針對產業用料輸出/入管理，新增下列系統功能： (1)將目前通關簽審系統所介接關務署簽證核銷資料，涉及廢棄物進出口之BAEP001、BAEP002、BCEP001、BCEP002等，轉入通關簽審系統的資料庫中，後續接收到的簽證核銷資料也比照辦理。 (2)針對前項資料，提供進出口報關資訊篩選功能，依需求產出報表，並於通關簽審系統「各業務類別統計」功能進行分析及比對作業。 (3)針對使用免證通關代碼之廢棄物，增加設定及通知警訊功能，可依貨品分類號列(CCC Code)來設定預警功能通知，即時通知環保單位通關情形。 (4)依廢棄物清理法修正內容，完成產業用料的輸出入單證比對作業。 (5)於通關簽審系統所查出「事業廢棄物」及「產業用料」之進出口資訊，應介接至事廢系統可直接查詢連接廢清書、許可及聯單等資料。 3 配合空污法修正，針對「HFCs對應項稅則號列」及「施工機具相關稅則號列」等通關資料，進行分析/比對及下載功能作業。 4 因應法規變動或實務需求，至少新增或調整3項單證比對項目，以配合貴部需求。 | ||

| 英文摘要 | This plan is for the expansion and maintenance of the "Environmental Protection Business Customs Clearance Document Verification System" function expansion and maintenance, including the additin of document comparison items, the adjustment of the comparison method to meet the requirements of laws and regulations, the monthly document comparison data analysis and the continuous operation of the system Related maintenance operations and application system information security protection, etc., including: (A) Maintenance and environmental protection business clearance document comparison system, providing real-time consulting services and troubleshooting of system abnormalities, so as to maintain the various functions of the system and make it continue to operate normally. (B) New functions this time 1. The customs clearance and inspection system interfaces with the Environmental Pesticide Management Information System of the Bureau of Chemicals. After receiving information such as "category," "formulation," "active ingredient," and "environmental pesticide permit number," it combines this data with the customs clearance system data to perform analysis and comparison operations in the "Business Category Statistics" function of the customs clearance system. The customs clearance system must provide a data download function (in CSV or XML format) for the aforementioned analysis/comparison operations. 2. In accordance with the amendments to the Waste Disposal Act, the following system functions will be added for the management of industrial materials import/export: (1)Transfer the verification data currently interfaced from the Customs Administration's system, involving the import/export of waste (BAEP001, BAEP002, BCEP001, BCEP002), into the database of the customs clearance system, and apply the same process to subsequently received verification data. (2) Provide a filtering function for import/export declaration information based on the aforementioned data, generate reports as needed, and perform analysis and comparison operations in the "Business Category Statistics" function of the customs clearance system. (3) For waste using exemption codes for customs clearance, add a setting and notification alert function. The alert can be set based on the Commodity Classification Code (CCC Code) to notify the environmental authorities of the customs clearance status in real-time. (4) Complete the document comparison operations for the import/export of industrial materials according to the amended Waste Disposal Act. (5) Interface the import/export information of "industrial waste" and "industrial materials" identified by the customs clearance system to the Industrial Waste System for direct inquiry of related documents such as disposal forms, permits, and manifests. 3. In accordance with the amendments to the Air Pollution Control Act, perform analysis/comparison and download functions for customs clearance data related to "HFCs corresponding tariff codes" and "construction machinery related tariff codes." 4. In response to regulatory changes or practical needs, add or adjust at lea st three document comparison items to meet the requirements of your department. | ||
