To effectively control diesel vehicle emissions in Chiayi City, this plan involves roadside inspections, visual assessments, self-management initiatives, school and government vehicle monitoring, and the establishment of air quality maintenance zones. Through these measures, the program aims to identify and mitigate high-pollution vehicles, promoting emission reduction. Additionally, by utilizing license plate recognition systems, the plan identifies unregulated diesel vehicles, notifying them to undergo inspections. This ensures effective monitoring of exhaust pollution from diesel vehicles operating in Chiayi City and encourages the maintenance and repair of older heavy-duty vehicles. The integration of inspections, education campaigns, and subsidy programs enhances regulatory control over diesel vehicles, urging owners to prioritize routine maintenance. The ultimate goal is to ensure compliance with emission standards, improve air quality, and create a cleaner environment. Furthermore, the plan includes campaigns to discourage idling in areas prone to prolonged idling, stationary noise testing, and the use of noise monitoring and enforcement technologies to reduce vehicular noise, thus restoring a peaceful environment for residents.
Project Outcomes (January 1, 2024, to December 15, 2024).
(7) A total of 2,532 diesel vehicles underwent inspection, with 43 failing, resulting in a failure rate of 1.7%. A total of 2,637 self-management certification labels were issued.
(8) Roadside inspections screened 661 vehicles, of which 105 were tested, and 47 failed, yielding a failure rate of 44.8%.
(9) License plate recognition inspections covered 717,789 diesel vehicles, with 2,523 notifications issued for proactive inspection.
(10) Anti-idling patrols checked 609 vehicles; 17 educational sessions were conducted at schools, covering 400 vehicles in total.
(11) Noise testing was conducted on 1,057 motor vehicles on-site, and 64 enforcement operations were carried out.
(12) Acoustic camera license plate recognition identified 6,162,045 vehicles, leading to 108 citations upon review.
Since the establishment of the Chiayi City Clean Air Promotion Committee, the Chiayi City Government has been committed to reducing air pollution’s adverse effects on public health. Diesel vehicle exhaust, a significant source of mobile pollution, has been a primary concern for residents. Through a combination of enforcement actions and awareness campaigns, this project aims to ensure that diesel vehicles entering or traveling through Chiayi City pass inspections and obtain self-management certification labels. This ensures compliance with exhaust standards, reducing pollution sources within the city. The primary focus this year has been on older, high-emission vehicles. The project is complemented by the Ministry of Environment’s subsidy program for upgrading fuel control systems in large, older diesel vehicles, with enhanced public outreach efforts to maximize pollution reduction. This project achieved pollution emission reductions of 13.13 metric tons for PM10, 11.86 metric tons for PM2.5, 76.96 metric tons for NOx, 6.10 metric tons for NMHC, and 26.96 metric tons for CO.
