As of 15 December, the quantified targets of project progress have been achieved as follows: for the failure to report to motorcycle inspection, 22 session of roadside inspection were organized on 1,06motorcycles and 46failed the inspection with the fail rate of 4.3% and progress achievement of 106.1%; 4,973motorcycles were audited for failure to report to inspection for the progress achievement of 165.8%; the owners of 5,333 motorcycles were notified for inspection through license plate recognition, and 4,701replied the notification with the reply rate of 88.1% and progress achievement of 106.7%; the owners of 5,203motorcycles were notified for inspection through license plate recognition at grocery markets and 4,921 replied with the reply rate of 95.6% and progress achievement of 130.1%; and22,769notifications were sent through text message, including notification for periodical inspection and those for overdue inspections, for the progress achievement of 113.8%.
Anonymous field audits were performed on motorcycle inspection stations in Chiayi City to improve the inspection quality of these stations and find out what issues these stations are experiencing. The audits were performed to investigate the flaws of the stations and how they were corrected, and if there were any foul plays, such as inappropriate tuning, forceful maintenance and highballing. In addition, the audits served to improve the implementation of quality control and assurance by the inspection stations in terms of inspection process and quality, thus increasing the credibility of the test data. 57 of such audits were performed and 2 station was found violating the “Regulations for the Establishment and Management of Air Pollutant Emissions Inspection Stations for Motor Vehicles”.
The East Market (and the Republic Market) of Chiayi City were selected as an air quality maintenance zone by MOENV according to the “Directions for establishment and review of control measures for mobile pollution sources in air quality maintenance zone”. The plan was submitted to MOENV on 2 May 2022, and the proposed area was approved by MOENV on 19 September 2022 as an air quality maintenance zone; the East Market (and the Republic Market) was announced as an air quality maintenance zone on 30 September 2022, and it was implemented in 2 stages from 1 January 2023. The control targets for Stage 1 are motorcycles that are powered by 2-stroke engine but fail to report to the most recent periodical exhaust inspection. The scope of control is enclosed by the roads and streets around the East Market (and the Republic Market), but not including the surrounding roads, such as Heping Road, Wufong Road, Minzu Road, Guanghua Road and Gongming Road. Stage 2 will start from 1 January 2026 and fuel-powered motorcycles that are more than 5 years old, are running in the air quality maintenance area and have failed to report to the annual periodic exhaust inspection after identification by the Environmental Protection Bureau's license plate recognition system or patrol inspections will be subject to punishment of a fine between NT$500 and 60,000 per Article 40 and 76 of the Air Pollution Control Act. One punishment is imposed for every violation.
The “Regulations on Scrappage and Subsidy for Reducing Air Pollution Emissions by Replacing Old Vehicles with New Ones” were announced by MOENV on 11 January 2023, and the subsidies for replacement of old motorcycles with electric ones started in 2023. As such, Chiayi City started the subsidy for the replacement in 2024. From January to 15 December, subsidies were provided for 3,872retired old motorcycles or electric motorcycles purchased for replacement. The reduction of pollutant emissions was estimated 0.8289tons/year for PM10, 0.6273tons/year for PM2.5, 3.7315tons/year for NOX, 15.9615 tons/year for NMHC, and 48.5188tons/year for CO.
