113年度臺南市推動低碳永續家園執行計畫

中文摘要 「113年度臺南市因應氣候變遷推動低碳永續家園執行計畫」共計七大工作主軸,分別為:辦理氣候變遷減緩與調適相關會議及推廣教育活動、低碳永續家園成果維護查核作業、輔導行政區(里)低碳永續行動項目示範與維運建置、推動行政區(里)參與低碳永續家園認證評等、推廣設置太陽光電系統、低碳永續家園培訓與宣導活動以及環境部考核管考作業等。 在「辦理氣候變遷減緩與調適相關會議及推廣教育活動」部分,本計畫已完成1場次「113年臺南市因應氣候變遷減緩調適推動低碳永續家園研商會議」及1場次「113年臺南市因應氣候變遷減緩調適推動低碳永續家園升等工作坊」,共計72人次區公所同仁及社區代表參與,主要向代表說明113年度區政考核、低碳永續家園評等推動計畫介紹、行動項目成果文件撰寫技巧;2場次氣候變遷因應推動會,共102人次專家學者與局處代表參與,完成審議112年度溫室氣體減量執行成果報告及臺南市氣候變遷調適執行方案(113-115年),後續將由各業務單位參酌委員意見修正;3場次氣候變遷減緩與調適推廣教育活動,共181名市民參與,主要以世界咖啡館及戶外自行車活動互動,探討氣候變遷議題。 在「低碳永續家園成果維護查核作業」部分,本計畫已完成5處氣候變遷署及17處環保局指定查核對象查核作業,各單位的維護狀況大致良好,並建議環保局每年可持續挹注經費,以協助行政里發展低碳相關作為。 在「輔導行政區(里)低碳永續行動項目示範與維運建置」部分,截至9月行政里認證維運核定18處申請單位,總輔導經費共65萬元,經費全數用罄;行政里示範建置核定19處申請單位,總輔導經費共100萬元,餘10萬元;行政區示範建置共核定1處申請單位,總輔導經費共5.625萬元,餘16.875萬元。 在「推動行政區(里)參與低碳永續家園認證評等」部分,本計畫已新增4處銅級行政區(後壁區、新市區、大內區、中西區)、18處銅級行政里(新營區忠政里、新營區南紙里、六甲區菁埔里、大內區大內里、大內區頭社里、佳里區安西里、新化區東榮里、新化區太平里、新化區豐榮里、新市區豐華里、楠西區密枝里、東區和平里、東區崇善里、東區龍山里、東區大福里、北區仁愛里、中西區郡王里、中西區淺草里)、2處銀級行政里(南區國宅里、善化區溪美里)及14處報名成功(白河區崁頭里、白河區關嶺里、白河區馬稠後里、白河區廣蓮里、六甲區大丘里、北門區文山里、北門區蚵寮里、歸仁區南保里、歸仁區新厝里、北區正覺里、北區長勝里、北區合興里、中西區赤嵌里、中西區城隍里),另有2處銅級行政里(安南區城西里、安南區媽祖宮里)由嘉南藥理大學團隊輔導。至今,臺南市低碳永續家園共計37處行政區全數參與,其中6處行政區取得銀級、5處行政區取得銅級、26處行政區報名成功;649處行政里中,其中14處行政里取得銀級、68處行政里取得銅級、453處行政里報名成功,參與率82.4%。 在「推廣設置太陽光電系統」部分,已完成辦理2場次宣導說明會,並收集有意願設置太陽光電系統的民眾資料。截至9月底,已完成16處太陽光電案場現場評估。另有關「113年臺南市太陽光電系統建置輔導計畫」,共3處提出申請,於11月15日完成驗收核銷作業。 在「低碳永續家園培訓與宣導活動」部分,本計畫期中已完成2場次低碳永續推廣宣導會,共計108位民眾參與,主要向民眾介紹低碳永續家園執行內容,並由銀級社區分享成功案例,有效推廣低碳永續家園;1場次低碳永續家園觀摩活動,共計70位社區代表共同參與,活動主要至銀級社區進行參訪,了解在地特色,落實低碳永續家園理念;2場次培訓專班,共136名臺南市各局處代表、企業代表及成功大學學生參與,主要提升與會同仁對減碳淨零方面專業知識。 在「環境部考核管考作業」部分,本計畫彙整113年度考核評分標準,並由臺南市淨零永續、產業輔導、氣候變遷等計畫及本計畫執行考核項目,滿分100分中有5分由BAF填列產出,33分由氣候變遷署審核產出,推估最終得分為99.9分。

2024 Tainan City Climate Change Adaptation and Low-Carbon Sustainable Homeland Implementation Plan

英文摘要 The 2024 Tainan City Climate Change Adaptation and Low-Carbon Sustainable Homeland Implementation Plan focuses on seven key areas: climate change mitigation and adaptation, low-carbon homeland maintenance, project assistance, certification promotion, solar photovoltaic installations, training, and evaluation. These initiatives aim to advance Tainan's vision of a sustainable and resilient city. To address climate change challenges, the project conducted consultation and promotion meetings with government representatives, experts, and citizens. Two consultation sessions engaged 72 participants, discussing district evaluations, certification processes, and documentation techniques. Two promotion meetings with 102 attendees reviewed greenhouse gas reduction results and adaptation plans, while educational activities involved 81 citizens in interactive discussions and outdoor events to deepen awareness of climate-related issues. Efforts to maintain and verify low-carbon homeland outcomes included inspections at 22 sites, revealing positive maintenance results. Continued funding was recommended to support local low-carbon initiatives. For low-carbon action projects, funding was provided to support 18 administrative districts in certification maintenance, while was provided to 19 demonstration projects. Remaining funds from other allocations indicate effective resource management. The promotion of certification saw the addition of 4 bronze-certified districts, 18 bronze-certified villages, and 2 silver-certified villages, along with 14 successfully registered villages. Currently, Tainan boasts 6 silver and 5 bronze-certified districts, and among its 649 villages, 14 hold silver and 68 hold bronze certifications, highlighting significant progress in community participation. Solar photovoltaic systems were a key focus, with two informational sessions leading to 16 site assessments. Under the city’s assistance program, funding was provided for three projects, which were completed and verified by November 15. These efforts align with Tainan’s commitment to expanding renewable energy adoption. Training and promotional activities reached diverse audiences, including 108 citizens through two promotional events and 70 representatives in a community observation session. Two training courses equipped 136 participants, including government and business representatives, with expertise in carbon reduction and net-zero practices. Finally, the evaluation process aligned with Tainan’s net-zero goals, with a scoring system emphasizing sustainability and project outcomes. By November, the city achieved a perfect score of 100, reflecting its commitment to low-carbon development and climate resilience. Tainan City’s comprehensive actions underscore its dedication to addressing climate change and advancing sustainable development, setting a benchmark for resilient urban planning and community-driven initiatives.
