In response to the global movement to curb plastic waste pollution, this project promotes plastic resource recycling efforts based on four major management strategies, which include: adopting green production at the source, extending product lifespan, enhancing recyclability at the end-of-life stage; changing consumer habits, encouraging green procurement, improving the efficiency of plastic waste recycling, and expanding the recycled market. Additionally, by gathering international information, reviewing relevant regulations, consolidating the current status of the industry and providing guidance, and evaluating the environmental benefits of these initiatives, this project aims to align domestic plastic recycling policies with international trends and local experiences to ensure continued progress and implementation.
The primary mission of this project is to promote plastic resource recycling in Taiwan, with tasks including analyzing the current status of plastic recycling management both domestically and internationally, reviewing Taiwan’s plastic recycling management strategies; exploring recommendations for transforming hard-to-recycle plastics at the source, examining business model examples of plastic product service systems; linking industrial networks for plastic recycling to promote self-recycling and reuse; reviewing the management approach for recycled plastic goods and conducting the approval process for recycled goods; and establishing a method for environmental benefit assessment of plastic recycling.
Throughout the project execution, we continuously gathers the latest international management trends, including the upcoming UN plastic pollution treaty, to keep domestic policies up-to-date. Recommendations for source management and back-end recycling methods for hard-to-recycle plastic products will be consolidated, along with an analysis of reduction/reuse models and their potential applications. By engaging various industries, we assist industries in evaluating resource recovery methods, and guide the establishment of self-recycling systems, covering fields such as technology, transportation, and consumer products. In addition, we continuously review the management system for recycled plastic goods, carrying out tasks in accordance with the "Guidelines for Promoting Recycled Plastic Products in Non-Food Fill Applications," which include drafting regulatory amendments, executing review procedures, and conducting policy promotion and outreach activities. In alignment with Taiwan’s net-zero carbon policy, we established a localized carbon reduction assessment method for plastic recycling strategies and conduct quantitative analyses, including a reuse model for plastic IC trays and an environmental/economic/social benefit analysis of reusable cups, providing a basis for future policy recommendations.
Based on the project’s outcomes, suggestions are made for Taiwan’s plastic resource recycling management strategy and measures to align with the Plastic Convention, clarifying areas for future enhancement. This includes promoting public awareness, risk communication with stakeholders, and assisting industries in overcoming barriers to transitioning to a plastic resource recycling model. The project will further refine the management mechanisms for recycled plastics, increase incentives, develop relevant standards and certification methods, and support the development of recycling technologies to improve management efficiency and stimulate the recycled plastics market. Through the project’s execution, government agencies will be better equipped to understand domestic and international trends and the current situation, progressively refining Taiwan’s plastic resource recycling model and its operation.
