南部地區高風險水污染事業輔助查核暨自主智能管理計畫

中文摘要 本計畫依南部地區水污染背景資料,分別為河川嚴重污染測站附近事業、放流水氨氮加嚴事業、灌溉溝渠定期檢驗異常附近事業,重大違規設有自動監測(CWMS)對象、歷史性處分違規條件、可疑再犯事業及建議需自主雲端管理廢水之事業,依權重初步篩選高風險事業名單共計27家。再經巡查蒐證與機關討論後,篩選10家關鍵高風險事業,其中5家協助進行深度查核作業、3家輔助進行CWMS初步分析、2家協助推廣事業自主雲端智能管理廢(污)水。 查獲2家「嚴重違規」事業,一家為弘○公司○○廠,涉繞流排放,並排廢水含有害物質達標準限值5倍以上,並設置簡易井,檢測土壤與地下水數據後,暫無污染風險;另一家為林○煌畜牧場,涉排廢水含有害物質達標準限值5倍以上。在3家CWMS初步分析,發現數據與定檢申報數據差異大,推測現場計量設備形式不同,或網路傳輸中斷、設備異常造成。完成辦理2場次推廣事業自主智能管理廢(污)水說明會,並在晉○、典○2家事業完成自主雲端監測分析作業。完成辦理1場次經驗交流會與1場次深度查核訓練,分享查核成果並提供3部影片實錄,作為未來相關工作的參考。

High-Risk Water Pollution Business Assistance Inspection and Self-Management Smart Monitoring Program for the Southern Region

英文摘要 This project focused on background data related to water pollution in southern Taiwan. Based on a weighted screening criteria, including businesses located near severely polluted river monitoring stations, businesses subject to stricter ammonia nitrogen discharge standards, businesses near irrigation ditches with abnormal regular inspections, major violators with continuous water monitoring systems (CWMS), those with a history of violations and penalties, potential repeat offenders, and businesses recommended for self-managed cloud-based wastewater management, a preliminary list of 27 high-risk businesses was compiled. After multiple nighttime and early morning inspections and working meetings with relevant agencies, 10 key high-risk businesses were selected. Among them, 5 were selected for in-depth audits, 3 for preliminary CWMS analysis, and 2 for promoting self-managed cloud-based intelligent wastewater management. Two businesses were found to be in "serious violation" of regulations, namely Hong○ Company's ○ Plant and Lin○ Huang Livestock Farm. Hong○ Company was found to discharge waste water through an unauthorized outlet with harmful substances exceeding the standard limit by more than 5 times. In addition, a simple well was set up in Hong○ Company and after testing the soil and groundwater data, there was no risk of contamination for the time being. Lin○ Huang Livestock Farm was found to discharge waste water with harmful substances exceeding the standard limit by more than 5 times. There is a big difference between 3 businesses CWMS uploaded data and regular declaration data. It is speculated that the on-site measurement equipment is different in type, or caused by network transmission interruption or equipment abnormality. The project successfully conducted two workshops to promote autonomous intelligent wastewater management among businesses. The project successfully accomplished autonomous cloud-based monitoring tasks of Jin○ Company and Dian○ Company. The project has organized a deep audit training course and an experience sharing workshop, sharing audit findings and provide 3 videos recordings for future reference. This project has fully fulfilled the contract requirements.
