This system aims to leverage economic incentives derived from land-use value to motivate contamination-related stakeholders to implement improvements or risk control measures, thereby fulfilling local public interests. Accordingly, the Project has completed the collection and translation of 10 foreign brownfield regulatory case studies and drafted an initial version of the “Principles for Fund Payback Calculation of Land Development Revenues from Sites Supported by the Soil and Groundwater Pollution Remediation Fund,” along with a land-use review checklist. In terms of practical applications, the Project has not only established collaborative examples involving both publicly and privately owned sites, but also developed a land reuse planning proposal for the site in Changzhi Township, Pingtung. Furthermore, it designated the Ministry of Environment as the authority responsible for initiating private participation in the Dagang Section of Nantou County, while completing the draft cooperation contract and producing an English-language outcome video. On the administrative support side, the Project assisted in reviewing two subsidy applications, convened six specialized meetings for the Dagang Section demonstration, held one results briefing session, and organized five promotional meetings to share cases and outcomes. Additionally, it enhanced information dissemination by translating five sets of land revitalization case collections and provided at least ten instances of professional consultation in legal, administrative, and technical aspects. Through these actions, the Project has effectively established strategic, institutional, and demonstrative foundations, integrating net-zero carbon emissions and local symbiosis, thereby accelerating the improvement and reuse of contaminated lands, promoting policy implementation, and ensuring shared benefits.
