高雄市-113年度高雄市畜牧廢水氨氮回收推動計畫

中文摘要 一、更新畜牧業背景資料、沼液沼渣運用調查 截至113年10月31日，高雄市轄內已有170家畜牧場取得沼液沼渣農地肥分使用核可，其中162家為養豬場、8家為養牛場，總施灌面積為195.351公頃，每年施灌量為261,774.23公噸，施灌作物種類以果樹類（香蕉、番石榴、芒果）為大宗，其次包含水稻、蔬菜類、雜糧類等作物。 二仁溪流域計有68家畜牧場取得沼液沼渣農地肥分使用核可，關鍵測站－古亭橋上游30家居冠；阿公店溪流域則有63家畜牧場取得沼液沼渣農地肥分使用核可，關鍵測站－前州橋上游52家最多。兩條流域合計131家畜牧場取得沼液沼渣農地肥分使用核可，佔總核可家數的77.1%。 二、評估畜牧糞尿沼液沼渣作為農地肥分使用對水質改善、氨氮回收及友善農作之效益 本年度截至113年10月31日前執行已通過畜牧戶農地施灌環境檢測，共完成83家地下水及土壤監測作業，分別完成83家(共78筆)地下水監測井(部分區域無地下水免監測)，本年度地下水氨氮檢測結果，共有2家寶樹牧場（下游井）及陳慶輝畜牧場（上游井）地下水氨氮超過停灌標準，本計畫將彙整名單交給機關辦理，其餘示範戶監測結果皆符合標準。 另完成83家(共100筆)土壤品質監測作業(部分案場計畫書核定採至少2處監測)，由土壤監測報告之結果顯示，土壤重金屬—銅（Cu）及鋅（Zn）皆符合或低於「土壤污染監測標準（食用作物農地）」。 專家學者施灌輔導作業，合約目標至少150場，已通過示範戶共計170場及6場新申請案件現勘輔導，合計176家，另配合機關針對二仁溪上游場家輔導廢水處理設施，於113年8月20日函文經環保局同意調整輔導對象(發文字號-元科字第1130000752號)，取得局端同意改以輔導建議變更之對象，截止至10月31日總計完成152家(前述場家為96場已通過示範戶、6場新申請案件及50場二仁溪上游場家)。 三、撰寫沼液沼渣做為農地肥分使用計畫書 本計畫經由現場勘查檢視畜牧戶申請條件，藉由評估機制篩選出22場優先推動名單後，統計至10月31日已媒合6場同意申請沼液沼渣資源化措施，協助執行環境背景監測(包含沼液、土壤及地下水採樣作業)及計畫書撰寫，於9月20日提出6場沼液沼渣肥分使用計畫書申請(元科字第1130000840號)。 四、辧理媒合宣導說明會 目前本市2,000頭以上養豬戶，均已達資源化5%之法規規範，故會議將優先針對飼養200頭以上養豬場及關鍵測站上游畜牧業資源化比率未達20%及尚未資源化場家進行與會邀請。會議規劃書已提送並取得機關核可(元科字第1130000484號)，已於6月13日、6月20日、7月17日、7月23日及7月31日，各辦理完成一場次說明會。 五、協助取得廢水管理計畫及放流水再利用 今年度本計畫主動協助6家畜牧場辦理變更廢水管理計畫，分別為青發畜牧場、陸森松牧場、陳正雄畜牧場、福大畜牧場、清記畜牧場及簡正德畜牧場，前述場家均5月前完成現勘，分別為青發畜牧場、陸森松牧場、陳正雄畜牧場、福大畜牧場、清記畜牧場及簡正德畜牧場，前述場家均5月前完成現勘，6月底協助提出變更申請，並於8月5日及8月7日全數審查通過。 本計畫經由電訪及實地現勘輔導共15家，目前有12家畜牧場通過申請放流水回收澆灌，分別為來興畜牧場、振宏畜牧場、順福畜牧場、佑誠畜牧場、榮通牧場、大路竹畜牧場、弘耕畜牧場、黃萬來牧場、和旺畜牧場、德北畜牧場、金章牧場及久勝畜牧場，另外3家畜牧場正在審查中，分別為中崙畜牧場、世原畜牧場及偉哲畜牧場。 由於畜牧業者大多為年長者，對於政策資訊常有不易了解之處，故提供專線電話，藉由辦理宣導說明會提供專線電話、新申請戶現場輔導勘查、示範戶施灌輔導及網路媒合平台等方式，提供業者專線諮詢窗口，由專人協助輔導，使畜牧業者充分瞭解政策資訊及申請流程，另諮詢電話亦同時做為宣導說明會報名之管道，本計畫已於113年2月5日完成設置畜牧業沼液沼渣諮詢專線電話07-9669810、07-9669812(發文文號-元科字第1130128號)。 六、畜牧業加強稽查 統計113年本計畫執行畜牧業放流水採樣180家次，放流水水質合格152家次；不合格28家次，合格率84.44%，查不合格28家次之放流水質數據，COD不合格11件、BOD不合格18件、SS不合格12件 (其中11家為複數不合格)，BOD、SS不合格情形較多，研判曝氣量不足為主因之一，前述檢測逾值之報告均已提交機關進行後續處分事宜。 截至10月31日止，本計畫針對畜牧業廢水處理效能查核作業，於9月6日(元科字第1130000807號)提送規劃書至局，於9月27日取得局端同意備查，本計畫於10月起開始執行，並完成5家畜牧場之效能查核作業。 七、資源化中心集中處理督導及推動 環保署已核定補助本市內門區資源化中心，該案場總收集處理頭數11,684頭，收集處理糞尿量達233CMD，每日沼氣產量預估可達1,168m3，每日發電量預估可達1,946度。本計畫持續協助更新資源化中心113年1-10月併網發電量及放流水回收澆灌紀錄表並按月上傳管考系統。 為掌握內門區二仁溪永續水質示範計畫案完工後實際操作情形，並彙整問題做為後續運作之建議，本計畫依契約規範將辦理1場次資源化中心查核評鑑會議，本評鑑會議內容規劃書已於4月24日發文(發文文號-元科字第1130347號)，相關規劃已取得機關核可，委託工研院團隊已於6月12日至資源化中心辦理現勘及採樣事宜，取得之檢測報告，於會前提供相關資料予評鑑委員參考，並於8月21日辦理完成評鑑會議。

Kaohsiung City-113 Kaohsiung City Livestock Wastewater Ammonia Nitrogen Recovery Promotion Plan

英文摘要 1. Update of background information on animal husbandry and investigation on the use of biogas slurry and biogas residue As of October 31, 2020, 170 livestock farms within the jurisdiction of Kaohsiung City have obtained approval for the use of biogas slurry and biogas residue agricultural land fertilizers, of which 162 are pig farms and 8 are cattle farms. The total irrigation area is 195.351 hectares, with an annual irrigation volume of 261,774.23 metric tons 2. Evaluate the benefits of using livestock manure and slurry digestate as agricultural land fertilizer for water quality improvement, ammonia nitrogen recovery and friendly farming As of October 31, 2020, the company has passed the environmental testing of farmland irrigation for livestock farmers, and a total of 83 groundwater and soil monitoring operations have been completed. 3. Write a plan for using biogas slurry and biogas residue as agricultural land fertilizer This project inspects the application conditions of livestock farmers through on-site inspections, and selects 22 priority promotion lists through the evaluation mechanism. Assistance in obtaining wastewater management plans and reuse of discharged water A total of 15 livestock farms have been interviewed and provided on-site survey and guidance for this project. Currently, 12 livestock farms have applied for water recycling for irrigation, including Laixing Livestock Farm, Zhenhong Livestock Farm, Shunfu Livestock Farm, Youcheng Livestock Farm, and Rongren Livestock Farm. Tong Ranch, Dalu Zhu Animal Farm, Honggeng Animal Farm, Huang Wanlai Ranch, Hewang Animal Farm, Debei Animal Farm, Jinzhang Animal Farm and Jiusheng Animal Farm. The other three animal farms are under review, namely Zhonglun Animal Farm, Sewon Livestock Farm and Weizhe Livestock Farm. 6. Strengthening inspections in the animal husbandry industry According to statistics, in the past 113 years, this plan has implemented 180 livestock farming runoff water sampling operations, and 152 households have passed the quality of discharged water; 28 households have failed to meet the standards. 7. Centralized processing, supervision and promotion by the Resource Center The entrusted ITRI team went to the Resource Center to handle spot survey and sampling matters on June 12. The obtained test report was provided to the evaluation committee members for reference before the meeting, and the evaluation meeting was completed on August 21.
