The main rivers within the jurisdiction of Chiayi City are Niuchou Creek (Puzi River Basin) and Bazhang Creek. Both cross the border of Chiayi County. The main pollution source in Chiayi City is domestic sewage. Since sewage sewer systems have not been universalized, this project realized and improved water quality in various river basins by "active inspection and control", "improvement tracking", "domestic sewage reduction", "river pollution prevention campaigns" and "promoting biogas manure as fertilizer” to prevent water pollutions, illegal discharges and promote environmental protection laws and policies related to animal husbandry to reduce of water pollution in various river basins and effectively reduce the environmental load of water bodies.
In terms of water pollution source inspection and water quality sampling work, inspections of 123 enterprises (100%) have been completed. No obvious violations were found except for some manufacturers with unknown pipelines or Wrong flow in wastewater treatment facilities. Four of the unknown pipelines have been dismantled. Sampling of 31 enterprises were completed. There were 3 enterprises which exceeded the water discharge standard. Among them, 1 enterprise (failed on April 23)was sanctioned by Water Pollution Control Act. The other enterprise failed on August 22 will be punished in accordance with the Water Pollution Control Act in the future, and the rest will meet the discharge water standards. Community inspections and standardized contract promotion for all 26 communities in the city were completed and all were in normal operations, with 100% of operation rate. In addition, the project team also checked community’s electricity meters, pipeline labels, discharge outlet settings, flow meter settings, sludge facilities, meter records in communities and no obvious violations were found. Two operators have completed the installation of CWMS, and one is still under construction. The project team has assisted the central office to complete the CWMS host replacement operation on May 13.
In terms of water pollution permit review, construction site and Environmental Technician Visa review, this project has assisted in reviewing 33 cases. Among them, 23 cases were approved; 1 cases were approved for changes; 5 cases for extensions, and 3 cases for Under review; 27 cases for runoff and wastewater review, and 23 cases for inspections, two of them have started their construction and sanctioned by Water Pollution Control Act., the construction sites did not start working projects. Completed 2 environmental technician visa inspection cases, and sent letters of committee opinions to the inspected technicians. Subsequently, the inspected technicians responded and the committee members reconfirmed. The missing levels were Level 1 and Level 2 respectively. The project team also completed 4 in-depth inspections and held a negotiation meeting at the same day. The enterprises submitted improvement schedule before October 20 and will submit improvement reports before November 20.
In the management and operation of the Water Pollution Prevention and Control Fund, Chiayi City has collected a total of approximately NTD 5.07 million and distributed approximately NTD 3.04 million to local government. The project team also assisted two gas station and on livestock farm in obtaining approval for the suspension and settlement of water pollution fee. This year, water pollution fees and auditing of 16 enterprises have been completed. Since 10 enterprise reported incorrect testing water quality concentration, water volume, and the applicable industries of discharge water standards, water pollution fees had to be recalculated. The results of the audit have been sent to the Ministry of Environment for the subsequent review of the collection of water pollution prevention and control fees, and sampling operations have also been carried out for 16 companies, and the sampling results of 3 companies have exceeded the discharge water standard, which will be subsequently punished in accordance with the Water Pollution Control Act in the future.
