113年原鄉垃圾清運改善之策略規劃暨環保設施效能精進委託專案計畫

中文摘要 本計畫的主要目標是改善全國55個原鄉地區的垃圾清運及環境管理,已取得顯著成效。首先,本計畫完成了16個原鄉地區的實地訪查,了解當地垃圾收運情況和設置定點收集設施的需求,並選擇屏東縣獅子鄉、臺東縣金峰鄉、南投縣魚池鄉等三個地區進行設置。此外,本計畫辦理了三場座談會,促進地方機關間的合作與交流,共同探討並解決當地的環保問題,並強化了居民的環保意識。 在垃圾清運作業的評估與追蹤方面,本計畫已完成9個地區共18件補助案的成效追蹤,同時蒐集並分析了17個原鄉及1個偏鄉地區的垃圾清運收費標準資料,還製作了相關成果影片與宣傳圖卡,以便推廣環保知識並提升當地社區的參與感。 此外,為解決垃圾棄置問題,本計畫針對12個原鄉地區進行了垃圾棄置熱點的調查,共發現21處垃圾棄置點,並成功清除8處垃圾瀑布。為進一步提升監控效果,計畫在南投縣仁愛鄉與臺東縣延平鄉設置了智能監控設備,有效加強了對垃圾棄置的監控與管理。 最後,本計畫也積極協助行政機關推動原鄉垃圾清運政策,蒐集垃圾棄置資料、回應民眾陳情,並持續追蹤垃圾清運情況,總體而言,本計畫透過設施優化、環保宣導及環境部環境管理署的支持,全面提升了原鄉地區的垃圾清運效率與環境品質。

113 Year Indigenous areas Waste Collection Improvement Strategy Plan and Environmental Facility Efficiency Enhancement Commissioned Project Plan

英文摘要 The main objective of this project is to improve waste collection and environmental management in 55 indigenous areas nationwide, and significant progress has been made. Firstly, the project completed on-site visits to 16 indigenous regions to assess local waste collection practices and identify the need for designated collection points. Three areas—Lions Township in Pingtung County, Jinfeng Township in Taitung County, and Yuchi Township in Nantou County—were selected for the installation of these facilities. Additionally, the project organized three forums to foster cooperation and communication among local authorities, collaboratively addressing and resolving environmental issues, while also raising environmental awareness among residents. In terms of evaluating and monitoring waste collection operations, the project has completed follow-up assessments for 18 subsidized projects across 9 regions. It also gathered and analyzed data on waste collection fees from 17 indigenous areas and one remote township, and produced related outcome videos and promotional materials to spread environmental knowledge and increase community participation. Moreover, to address illegal waste dumping, the project conducted investigations into waste dumping hotspots in 12 indigenous areas, identifying 21 such locations, and successfully cleared 8 illegal "garbage waterfalls." To further enhance monitoring, intelligent surveillance equipment was installed in Ren’ai Township in Nantou County and Yanping Township in Taitung County, effectively strengthening oversight and management of waste dumping. Finally, the project actively assisted government agencies in implementing waste collection policies for indigenous areas, collecting data on illegal dumping, responding to public complaints, and continuously tracking waste collection progress. Overall, through the optimization of facilities, environmental awareness campaigns, and support from the Environmental Protection Administration, the project has comprehensively improved waste collection efficiency and environmental quality in indigenous regions.
