113年空氣污染熱區污染源智慧分析風險評估暨智慧圍籬推動計畫
中文摘要 | 近年來隨著科技發展,環境部推行空氣品質物聯網之佈建,本計畫旨在透過空污智慧圍籬系統,整合與分析氣象監測、污染源數據及空氣物聯網資料,即時掌握風險潛勢及污染源資訊,以有效執行區域治理。本計畫的三大核心目標包含:(1)透過AI人工智慧解析環境感測數據系統性分析評估風險潛勢熱區,結合污染源資料庫,提供決策資訊。(2)二階空品感測器應用於熱區佈點進行空氣污染物分布與污染源關聯性分析作業小型試辦作業。(3)依環境管理署整體業務推動及政務執行重點,提供相關專業技術支援及其他配合事項。 主要執行內容與成果摘要如下: (一) 透過AI人工智慧解析環境感測數據系統性分析評估風險潛勢熱區,結合污染源資料庫,提供決策資訊。完成1. 介接收集桃園、臺中及臺南環境空氣監測資料及氣象署資料。2. 以氣象模式為基礎的演算法,設計發展鄰近群體比較檢核法篩除無效數據、判讀污染事件、逆軌跡溯源、查看個別工廠查排放特性、設置製程別與行業別過濾條件,及建議稽查工廠名單建議等功能。3.定期產出區域治理與風險潛勢分析報告。4. 設計發展分層視覺化決策頁面、視覺化查詢頁面。5. 發展IMP平臺與TrackAIR平臺間API系統。 (二) 二階空品感測器應用於熱區佈點進行空氣污染物分布與污染源關聯性分析作業小型試辦作業。完成1.PID感測元件測試及廠牌選擇。2.南崗產業園區及臺南產業園區測點選址規劃報告、安裝、維運、連線、數據分析、數據品質檢核及儀器校正,合計50個PID及10個風速風向計。3. 發展與建置自主管理推播群組,不定期推播重大污染事件以及定期每雙週推播污染潛勢地圖。3.定期產出PID區域治理與自主管理評估報告。4. 產出PID數據品質規劃報告。 (三) 依環境管理署整體業務推動及政務執行重點,提供相關專業技術支援及其他配合事項,包括環境執法相關主題影片1部、配合機關業務需求針對環境執法等相關議題所需文件、檔案或簡報資料,以及依據機關需求辦理產業自主宣導說明會1場。 | ||

Smart Analysis of Pollution Sources, Risk Assessment, and Smart Fence Promotion Plan for Air Pollution Hotspots
英文摘要 | In recent years, with the advancement of technology, the Ministry of Environment (MOENV) has promoted the deployment of an Air Quality Internet of Things (IoT) network. This project aims to use a Smart Air Pollution Fence System to integrate and analyze meteorological monitoring, pollution source data, and air IoT information to track pollution risks and sources in real-time, enabling effective regional governance. The three core objectives of this project include: 1. Utilizing AI to analyze environmental sensor data, systematically assess high-risk areas, integrate pollution source databases, and provide actionable insights for decision-making. 2. Applying second-stage air quality sensors in high-risk areas to conduct a pilot analysis on pollutant distribution and pollution source correlation. 3. Supporting the EMA’s operational goals and key policy implementations by providing relevant professional technical support and assistance. The primary tasks and key deliverables are summarized as follows: 1. Utilizing AI to analyze environmental sensor data to systematically assess high-risk areas, integrating pollution source databases to provide decision-making information: ・Collected air quality monitoring data from Taoyuan City, Taichung City, and Tainan City, as well as meteorological data. ・Developed algorithms based on meteorological models, including a comparative method to screen out invalid data, identify pollution events, conduct back-trajectory analysis, examine emission characteristics of individual factories, set up filters by industry type, and recommend factories for inspection. ・Regularly produced regional governance and risk assessment reports. ・Developed a layered visualization decision-making page and a query interface. ・Built an API system to connect the IMP and TrackAIR platforms. 2. Conducted a pilot study using second-stage air quality sensors in high-risk areas to analyze pollutant distribution and correlation with pollution sources: ・Completed testing and selection of PID sensor components and brands. ・Prepared siting reports for measurement points in Nangang Industrial Park and Tainan Industrial Park, installed, maintained, connected, analyzed data, conducted data quality checks, and calibrated instruments, totaling 50 PIDs and 10 anemometers. ・Established a self-management notification group to push significant pollution event alerts and bi-weekly pollution potential maps. ・Produced regular PID regional governance and self-management assessment reports. ・Created a PID data quality planning report. 3. Providing relevant professional technical support and assistance in line with the EMA’s overall operational goals and policy priorities: ・Produced a thematic video on environmental enforcement. ・Prepared documents, files, or presentation materials on environmental enforcement topics as needed by related agencies. ・Organized an industry self-regulation promotional meeting based on agency requirements. | ||
