政府綠色採購及綠色消費推廣

中文摘要 環保標章制度原本就是一項應用於環境保護之經濟工具,原意便在於利用經濟上之誘因促使廠商主動改善生產過程與產品本身之環境績效,故是否能藉由足夠之宣導推廣活動,有效提升綠色消費風潮,改變消費者採購習慣,進而造成利基便成為環保標章制度成敗之關鍵。 歷年來環保標章計畫曾進行之宣導推廣活動,大約包含電視宣導、研討宣導會、綠色消費手冊編製、環保標章簡訊製作、環保標章網站、大型宣導會、車體廣告等。每種不同的宣導方式均期望能擴大環保標章能見度,唯每年經費不同,僅簡訊、網站及消費手冊編製可持續辦理,其餘均斷斷續續處理,由過去之民意調查得知民眾認知度約在50~60%間,推廣上仍有改善之處。 本年度計畫主要在針對政府綠色採購及綠色消費為推動目標,計畫內容包括網站更新,綠色消費指南編製及配合量販店專業賣場共同辦理宣導活動。網站部份共更新1000多個畫面,284個頁面格式,17個資料表,超過250個欄位及萬餘筆資料,已順利轉換至環保署網站內;綠色消費指南彙編50,000冊並分送各綠色採購機關負責部門;量販店部份配合家樂福量販店全省27分店共同舉辦環保標章宣導活動,並於桃園、大江、中壢三個分店辦理抽獎活動,共200,000人次參與抽獎活動;專業賣場部份結合台灣松下及美商如新公司共同辦理,除配合於經銷點張貼海報外,並訓練其經銷人員,使一線人員可更順利將環保標章介紹予消費者。本年度計畫由於配合單位之充分協助,俾使計畫能順利達成目標及完成預期效益。

Promotion of Government Procurement and Green Comsumption

英文摘要 The Green Mark eco-labeling program (the “Program”) is an economic instrument intended to serve as a financial incentive for product/service providers to improve the environmental performance of their products and services, therefore, the success of the Program relies heavily on the ability of its promotional activities to generate interest in green consumerism and to change the consumers’ behavior toward increased purchases of green products. For the past several years, the Program has conducted various promotional activities to improve its visibility and recognition among general consumers, including TV commercials/short programs, seminars/workshops, publication of Green Consumption Guide and Green Mark Newsletters, Internet website, major conferences, and bus posters/commercials. However, due to budgetary constrains, of all the aforementioned activities, only the newsletter, website and green consumption guides are implemented continuously over the years, others are only used occasionally. From the polls and market researches conducted previously, the consumers’ awareness and recognition of Green Mark has roughly stay the same at 50-60%, indicating a need to increase and improve promotional activities. The focus of this fiscal year’s Program is aimed at promoting green public procurement and green consumption; it also includes the tasks of updating the website contents, publishing revised green consumption guide and cooperating with whole-sale warehouses in delivering promotional activities. As a result of implementing this year’s project, over 1000 images, 284 web pages, 17 databases (over 250 columns) and over 10,000 data entries have been updated and transferred to ROC-EPA’s website; the first print of 50,000 Green Consumption Guide have also been sent to government agencies conducting green procurement; all twenty-seven franchised stores of Carrefour Group warehouse wholesaler participated in Green Mark promotional activity, and raffles/draws with 200,000 participants were also held in Carrefour’s Taoyuan, Dajiang and Chungli stores; and Matsushita Electric Company (Taiwan) and Nu Skin (Taiwan) also participated in posting Green Mark posters at points of sale and training of sale personnel in introducing Green Mark to consumers. With the cooperation of various participating organizations, the Program has achieved its projected goals and received the intended benefits for the year of 2002.
