二仁溪、將軍溪志工巡守及檢舉機制推動計畫

中文摘要 為協助及加速二仁溪及將軍溪污染整治計畫,長榮大學聯合此二河川沿岸大專院校與行政院環境保護署合作執行此一民眾參與計畫,其目的在:(1)與流域內各團體建立河川保育的夥伴關係;(2)建立河川志工監測及巡守制度;(3)促進民眾團體與環保行政人員之溝通;(4)促進民眾流域環境保護觀念。 本計畫延續去年環保署「鼓勵民眾參與二仁溪河川保育計畫」成果,並於計畫構思過程召開民眾討論會議,於會議中各團體提出之建議除妥善回應外,並記錄彙整,成為設計本計畫之重要參考。於本計畫開始之初,透過此一合作計畫,於長榮大學設立「河川保育中心」,此中心負有計畫推廣、溝通、志工培訓及計畫成效評估等功能,目前計有五所大專院校、七個環保團體、一個社區及一個電台加入本計畫,各自依其地域及特性,志願進行水質監測、河川巡守或計畫推廣工作。 本計畫以建立一民眾參與河川污染整治的初步架構,我們建議未來此一架構應繼續維持,並於下一階段擴展至流域內國中、小學及社區,如此將使河川認養、巡守網路更加健全。

Establishing and Promoting River Patrolling and Pollution Reporting Programs in Erhjen and Chiangchun Rivers

英文摘要 A public participation program is being conducted to involve people in the pollution cleanup projects of Erhjen and Chiangchun rivers, which were declared as the two of the nine Priority Rivers by the Taiwan Environmental Protection Administration this year. The objectives of this program are: (1) to form a partnership among various groups of people for river restoration; (2) to establish a river volunteer monitoring and patrolling mechanism; (3) to promote communications among stakeholders through various meetings and volunteer training courses; (4) to raise a general awareness on watershed environmental protection. Prior to the program, we held stakeholder meetings and forums to gather public opinions on the watershed management. Several designated environmental NGOs and communities, who had been taken a leading role in environmental protection issues, were invited to these activities. Their suggestions and comments were thoughtfully responded and documented to serve as a foundation of the entire program. An office named “River Restoration Center” was established under the joined project between Taiwan Environmental Protection Administration (TEPA) and Chang Jung Christian University. The center functions as promotion, communication, volunteer training, and progress evaluation for the program. Four other universities, seven environmental NGOs, one community, and one radio station were then signed on as the volunteer groups for water quality monitoring, river patrolling, and/or program broadcasting. The program has established a framework for public involvement in the river pollution cleanup projects. We suggested the basic network should be further expanded upon bringing in elementary schools and more communities within the watersheds, in the next phase of the program.
