事業廢棄物管制資訊系統資料庫建檔、申報電子化、系統功能提昇計畫
| 中文摘要 | 本計畫之工作目標，係延續過去網路申報之成果，持續推動擴大公告對象及多項便民及快速之申報制度規劃，並規劃提昇網路申報效能之各項軟硬體設備以因應三萬家業者上網申報之環境需求。此外，規劃分析事業產能及原物料資料之申報制度，以期建立完整的事業廢棄物管制基線資料，可作為未來事業廢棄物產出因子之基礎。 為因應管制中心龐大的資料需求，本計畫除以建置完成的管制系統協助篩選資料之外，亦協助管制中心建立功能強大的OLAP工具解決管制中心繁複、即時、多樣化的需求，並藉由定期分析、勾稽申報異常機構名單及其趨勢，有效防止不法情事發生，並提供作為政策擬定之參考。 此外，為因應擴大列管後大量事業登入系統申報相關資料，導致系統效能降低，本計畫亦協助環保署擴增系統效能，並建立緊急應變替代系統，加強環保署不可斷線之申報系統，以解決於斷線時所遭受民眾對於政府公信力之質疑。 推估九十一年度全國事業廢棄物產出總量，並與過去各年比較分析其差異性，作為各階段之決策及檢討之依據。 藉由專業的諮詢服務專線，除協助輔導民眾申報問題、加強與民互動，並掌握目前業者申報之現況與問題，提供給環保署作為決策參考。 | ||

Establishment for Industrial Waste Control Information Database、Report Electronically、System Function Upgrade Plan
| 英文摘要 | The goal of this plan is to continue the online reporting task from the past and plan on expanding existing functions. These planned items are expanding reporter name list and planning on any other convenient and speedy online report mechanism. We also will upgrade necessary online report hardware and software in order to cope with the great demand from 30,000 reporters who will have to make online report in the future. Other than this, we will also plan the industry production efficiency analysis and raw material reporting mechanism. This information will be helpful on establishing complete industrial waste baseline information. It will be served as industrial waste generation source analysis. To cope with the great demand on electronic information from Waste Control Center, this plan will assist the Waste Control Center to construct a powerful search engine, known as “OLAP”. OLAP can offer information on any demand that is complicate, versatile, and required prompt feedback. It will join with the existing control system to select report data. The periodic examination on data analysis, abnormal report data generator and their trend chart will offer valuable information on seizing illegal activity and policy making reference. To prevent the possible system efficiency reduction due to the huge amount of electronic information entry, we also assist the Environmental Protection Administration to expand its system capacity and install auxiliary system during emergency time. By doing this, the electronic report system shall be in operation day and night, and it will bring up public confidence even during emergency time. The industrial waste generation amount in year 2002 is summed up and compared with generation amount in the past year. This information will be used as the performance self-examination and policy making reference.
