The main purpose of this plan is for strengthening various monitoring functions of the existing 19 large-scale garbage incinerator plants. These functions include operation information control; planning on the prompt monitoring data transferring system, establishing efficiency evaluation and operation monitoring mode, and propagating the information system to the users. In the working period, the various contracted items are accomplished. These items are adding and maintaining new reporting functions; establishing efficiency evaluation and monitoring management mode for large-scale incinerator operation plant; establishing composition of prompt online monitoring system including relevant software and hardware; web maintenance for EPA garbage resource recycling administration; propagation on garbage incineration process flow; linking environmental database with this reporting system, and holding report system use training symposium.
There will have about 11 new reporting functions added into the report system. They are message board for visitors to leave their comments, garbage sampling analysis reporting web page, garbage sampling analysis monthly report, rejection on problematic garbage sampling analysis monthly report, system administration maintenance and strengthening, expanding error reporting data detection function, expanding report data auditing function, compound inquiry, expanding report table printing function, expanding statistic analysis function, establishing file transferring and downloading function, and establishing staff contacting information input web page.
Regarding efficiency evaluation criteria and operation management mode, we have held many discussions and symposiums and defined efficiency evaluation criterion as V1.04 version. We also finished efficiency evaluation trial for 6 garbage incinerator plants.
