The first task of the Project is to collect relevant management systems and regulations of industrial wastes of foreign countries, and compare them with Taiwan’s. The Project addresses the distinguishing features of foreign waste management systems and regulations, as well as points out the specific portion that could be introduced into Taiwan. For instance, the environmental competent authorities review the application materials and issue licenses of the transporter and waste treatment facility in Taiwan currently. In the future, the competent authorities could compose a review committee that consists of not only the original review committee members from academy and the environmental competent authorities but also professional specialists from associations, consultant firm, and institutions. Regarding the license application, the environmental authorities may consider to provide one-stop service and install e-permitting system in the future. The regulation may consider delineating the on job training requirements for operators of waste treatment and disposal facilities in the future, recommended in the Project. Furthermore, two waste definitions, which are suitable to be implemented in Taiwan.
The second task of the Project is to play a role as system users of Industrial Waste Reporting System (IWRS) and Industrial Waste Management System (IWMS). The study results provide comments and gives assistance in planning, development and improvement of IWRS and IWMS. An important comments provided in this task is to apply a mechanism called “One party reports and the other party checks” in these systems. In applying this mechanism, the accuracy of the reporting data will be improved. One of comments is to unify the regulatory and technical terms, format, and functions in systems of IWRS and IWMS. Other comments advised in this task are to provide convenient environment to system users, to improve the system framework, and to develop the follow-up systems.
