海洋油污染衛星遙測系統建置專案工作計畫
| 中文摘要 | 本計畫主要是執行環保署「重大海洋油污染緊急應變計畫」之監測與資料彙整任務，並完成后列建置工作： 一、建置衛星影像與數位化地圖圖庫，共完成台、澎、金、馬海域38張海圖數位化套疊與校正，完成國內第一套海域地理資訊與電子地圖之彙整，俾利海污事件正確方位之掌握。 二、彙整九十一年度海巡、國防、交通、漁業、內政、經濟、民間及環保等相關單位之油污處理器材、設備、專家相關資料庫，俾利海污應變器材與相關資訊之有效調度使用。 三、完成重大海洋油污染緊急應變通報與查詢網頁設立，並完成海巡、交通、漁業、內政及環保等單位操作該系統之初步訓練，建立各部會共同使用相關海污應變資訊之能力與機制。 四、發展與建置於海域船上利用遙測汽球裝載航遙測機具及航照技術，快速蒐集污染事件資料，發展本系統所需之相關技術，並配合九十一年度海洋污染緊急應變演練工作完成初步測試。 五、配合本署辦理三次演練，建立重大海洋油污染緊急應變應用衛星遙測、遙控直升機、直昇機等先進遙測科技及航照方式，快速蒐集污染事件資料之模式與機制，建立與環保、海巡及空偵等單位之聯繫架構。 | ||

The Implementation of Satelite Remote Sensing System for Marine Oil Pollution
| 英文摘要 | The main objective of the project is to use the existing remote sensing technology to aid the data collection for marine pollution. The following tasks are achieved in the project. A marine GIS, which contains satellite images and 38 digital maps of the marine regions off the coast of Taiwan. A database management system, which collected the information of equipments and experts related to oil-pollution response. A web-based system, which provides an internet environment for reporting oil-pollution cases and searching the exisiting equipments for response. A balloon system, which collects remote sensing images from a low-level sky. The marine exercise, which uses the remote sensing technologies to practice the data collection techniques for marine oil-pollution. | ||
