累積性環境影響評估審查基準與地理資訊系統之整合研究(二)

中文摘要 本計畫係延續之九十一年度「累積性環境影響評估審查基準與地理資訊系統之整合研究(一)」計畫,繼續蒐集、整理、分析環保署水保處及地方環保機關既有之河川資料及污染源資料,進行全國各流域累積性環境影響評估審查基準之推估。今年建構完成氨氮與總磷之單位面積污染負荷計算之方法,評估重點包括非點源污染推估、污染量在河川傳輸情形、總量分配。非點源污染的推估本研究採用GWLF模式進行各子集水區的非點源污染量的推估;污染物在河川的傳輸情形,利用QUAL2E模式進行推估污染在河川中的傳輸情形,而在總磷方面則是採用Vollenweider Eutrophication Model分析符合優養化水質要求下推估上游允許排入之最大總磷污染量,進而換算為上游集水區單位面積允許總磷之污染負荷量。並以頭前溪及寶山水庫為範例,推估其累積性環境影響評估審查基準(單位面積污染負荷),藉由地理資訊系統可查詢各集污區之可允許量及開發基地可否允許之評估分析。在中央與地方政府通過之環境影響評估案中,本研究已完成至民國92年3月底通過審查之環境影響評估個案。

Study on Cumulative Environmental Impacts Assessment Standard and Integrate to Geographic Information System(2)

英文摘要 This study continues the project of ”Study on Cumulative Environmental Impacts Assessment Standard and Integrate to Geographic Information System” to collect and analyze data of major streams and pollution sources from different agencies. These data were further used as bases to establish the evaluation standard for cumulative environment impact assessment. The Tochen River and Baoshan reservoir are used as case studies, in which the evaluation standards of cumulative environment impact assessment are assessed. Moreover, this report also demonstrates how developers can use GIS to search for allowable pollutant loading for their developing area. The evaluative methods of unit area pollution load of nitrogen and total phosphorous have been established in this study. The major tasks in this study include estimating nonpoint pollution, pollutant transporting in river, and total mass allocation. This study applies GWLF model to simulate nonpoint pollution and uses QUAL2E model to assess pollutant transporting in river. Furthermore, Vollenweider Eutrophication model is applied to estimate allowable maximum total phosphorus from upstream. Then, the allowable maximum total phosphorus is converted into unit area phosphorus pollution load of upstream watershed. This study also analyzes possible unit area pollution load of nitrogen and phosphorous for different risk levels, which can be applied as the evaluation standard of EIA. This research collects 50 EIA reports accepted by Environmental Protection Agency from January 2002 to March 2003. Beside, this research also collects 589 EIA reports from local governments, which 187 reports are from environmental protection agency of Taiwan province and 402 reports are from county and city governments. This study has established a geographic information system with functions of searching, creating new records, editing and maintaining existing records. Relative spatial attributes about water quality from collected EIA reports have been input in the database.
