汽柴油車使用非法油品品質抽驗分析與尾氣排放影響評估

中文摘要 蒐集彙整國內外非法油品相關文獻資料,除介紹國內非法油品之起因、管制歷程、流向及查緝現況外,並蒐集大陸、香港及歐美日等國外之非法油品管制現況供參。 辦理二場次「汽柴油車油品採樣技術及實務訓練」,針對相關環保稽查人員進行實務訓練,提昇環保人員油品稽查採樣能力。 進行非法汽油十支及柴油八十五支全規範分析,結果發現非法汽油主係摻入單環芳香烴及其衍生物如苯及甲苯等,將造成引擎排放大量之VOCs及毒性物質;非法柴油主係含硫量過高,且90 % 蒸餾溫度超出CNS國家標準。而在含硫量不合格之油品當中,有高達93 % 之油樣檢驗出含有深色染料成分,顯示非法柴油主要來源為甲種漁船用油。 進行非法汽油三支及柴油九支之引擎尾氣測試,結果顯示車輛使用添加高量苯或甲苯成分之非法汽油後,對CO、NOx之排放並無顯著差異,排放之臭氧前趨物濃度較使用合法油品高出約16-21倍。使用甲種漁船用油之柴油車與使用合法高級柴油者相較,其排氣CO、NOx無顯著差異,而PM及PAHs則明顯增加,且隨著油品所含多環芳香烴含量之增高排放濃度越高。使用100 % 甲種漁船用油之車輛其PM排放量為使用合法高級柴油的3.4倍以上,PAHs則明顯高出12.8 %。

The evaluation of the quality analysis and tail gas emission for thevehicles using the illegal oil

英文摘要 This object of this research is collecting the documents about the foreign countries and Taiwan related to the cause, regulation progress, flow direction, and inspection situation of the illegal oil and searching the present restrained situation in China, Hong Kong, Europe, U.S.A., and Japan, and all these results could provide to decision maker make right strategy on the illegal oil restraint. We had held two training courses for “The oil sampling technology of the gasoline and diesel vehicles” and aimed at the environmental protection staff to execute the reality affairs training to develop the oil sampling and inspection abilities. In present work, the illegal gasoline (10) and diesel oil (85) were tested by the standard analysis. The results showed that adding the aromatics and its derivatives such as benzene and toluene to the illegal oil would cause automotive engine, which emitted a large amount of VOCs and toxicant. The illegal oil had higher sulfur content, and its 90% distillation temperature was higher than that of CNS national standard. Among the unqualified oil which had higher sulfur content, higher than 93% of these oil samples contained deep dye components, and this result revealed that the unqualified diesel oil from fishing boat oil. We had also proceeded the engine tail gas test for the illegal gasoline (3) and diesel oil (9) and found that there no remarkable difference on the emissions of CO and NOX from the vehicles using the illegal oil adding extra benzene and toluene, but the VOCs concentration from the vehicles using the illegal oil emitted 16- to 21- fold more than that using the high-class diesel oil. A comparison of the diesel vehicle using fishing boat oil and legal high-class diesel oil showed that there was no difference on the emissions of CO and NOX, and PM and PAHs emission concentrations increased significantly with increasing the PAHs content in the oil. The PM and PAHs emissions from the vehicle using fishing boat oil are 3.4- and 12.8- fold more than those using the high-class diesel oil.
