電子業事業廢棄物清理技術調查及處理成效評估
| 中文摘要 | 國內雖然這兩年經歷了產業經濟的不景氣，但微電子精密機械、半導體、光電工業及電子相關零組件等，屬於廣義的電子業仍在產業界佔據了舉足輕重的角色。綜觀世界先進國家制定的管制潮流，及巴塞爾公約對事業廢棄物越境轉移的限制，針對特定產業逐項釐清其產生污染物的特性及評估其最適處理技術已是時代的趨勢，尤其是在資源永續與廢棄物循環再利用觀念的推波助瀾下，透過行業的普查以釐清現況，並溝通解決主管機關和產業界間，對於事業廢棄物認知上的不同(屬回收再利用或須有效的清理)，則為本計畫執行之重點。 本計畫執行後發現，國內之電子業於行政院主計處之行業別分類上，涵蓋了「半導體業」、「印刷電路板業」、「電腦週邊設備業」等十多個細行業別，其產值超過新台幣1兆元以上。就事業廢棄物產生種類分析，整體電子業主要事業廢棄物包括有：廢溶劑(閃火點低於60℃之易燃性廢棄物或高於60℃之一般事業廢棄物)、廢酸或廢鹼(pH值小於2或大於12.5)、廢液(含銅蝕刻液)、含銅重金屬污泥、廢邊板與粉塵廢料、混合五金廢料及污泥(氟化鈣污泥)等，其中電子業整體之有害事業廢棄物產生率超過50%以上，屬高有害事業廢棄物產生之行業別。目前電子業各類別事業廢棄物主要處理方式，包括有：再利用(廢溶劑、氟化鈣污泥、蝕刻液、廢酸及混合五金廢料等)、焚化處理(含水泥窯熱處理)、固化處理(重金屬污泥)、掩埋及輸出境外處理。整體而言，本計畫所調查之廠商絕大多數皆符合現行相關法令管制之規定進行處理與處置，且經由整體之事業廢棄物處理設置容量的統計與確認，大多數電子業事業廢棄物皆可於現行的管制系統中有效妥善的處理。惟，近兩年於印刷電路板業所產生之重金屬污泥、廢邊板及粉塵廢料等有害事業廢棄物，有逐年輸出處理數量增加的現象發生，建議宜進一步檢討輸出原因與管制程序，並提升國內該類事業廢棄物之處理技術與能力。 | ||

Investigation of Cleanup Technology and Evaluation of its TreatmentEfficiency for Electronics Industrial Wastes
| 英文摘要 | Although the great economic depression of Taiwan’s industries remains severe for the past two years, the integrated circuit (IC), computer and peripherals, telecommunication, opto-electronics, and precision machinery still play an important role in the industries. In consideration of the control strategy of Environmental Law, Regulation, and Policy developed by the well-developed countries as well as Basel Convention on the control of transboundary movements of hazardous wastes and their disposal, the characterization of pollutants one by one and the evaluation of the appropriate treatment technology for a specific industry are a global trend in environmental protection. Especially on the condition that the idea of the resource/waste recycling and reuse in a sustainable manner has been accepted, the objective of this project is to investigate each industrial current situation in waste management through a general inspection of factories and to help the industry to communicate with the responsible agent of our government to clarify the different opinions between recycling and reuse, and effective treatment. | ||
