九十二年度稽核認證團體監督查核評鑑及資源回收費率審議運作作業計畫

中文摘要 環保署依據廢棄物清理法針對應回收廢棄物所發放之回收處理補貼費，在國內現行資源回收體系之運作扮演關鍵性的角色。本計劃的主要工作即為協助資源回收費率審議委員會進行費率審議之工作，並協助環保署執行確保補貼費發放公正性的稽核認證制度之監督作業。 在稽核認證團體監督評鑑查核這個部分，為協助稽核認證監督委員會，針對環保署委託執行稽核認證工作之稽核認證公正團體，實施一次定期評鑑及兩次不定期查核作業。在費率審議運作這個部分的主要工作在於協助費率審議委員會各項費率審議工作.

The plan assessment on the performance of supervising teams and deliberation of recycling-related charges

英文摘要 According to the Waste Disposal Act, the recycled subsidy dispatching from EPA plays a very important role in financing the domestic recycling system in Taiwan. Supervising teams are assigned by EPA and dispatched to supervise the recycling processing units. As a result, one of the objectives of the project in this report is to assist EPA in revising the finance of this system and to assess these supervising teams to ensure the effectiveness and fairness of this subsiding system. For the objective of assessing these supervising teams, the project is to assist the assessing committee on the once or twice per year assessment. Our organization has finished this requirement by the contract on schedule for year 2003. Before completing the assessments, related works and activities were completed as well. With regard to revising the finance of the subsidy system, this project is aimed at discussing and establishing a model of operation for the financing of this system. We called for eleven formal meetings and one informal meeting in total. The agenda, conclusions and summaries of these meetings provide the basis for the financing of year 2003 and are listed in related tables. These data are also stored in the electronic form. In the future, this project will also assist in organizing other meetings and proposing applicable suggestions.
