For resolving problems caused by the general waste final disposal sites, Environmental Protection Administration (EPA) conducted a project called “The Follow-up Plan of Waste Treatment in Taiwan -the Waste Removal Action and Land Rehabilitation for Closed Public Landfills” in September, 2003. The plan will carry on excavation and waste separation activities on closed public landfills which wastes were disposed improperly, and pose a threat to human health. In the schedule of 2003-2005 of the plan, EPA is planning to complete the waste removal action, separation and treatment for the closed landfill in 3~5 sites. These works will conform to the purpose of land sustainable development for the closed landfill.
One of main tasks of the project is to draw up the implementation policy and measures, and collect and compile the baseline information of the closed landfill in Taiwan. The project also aims to establish a process for the evaluation and removal action; and to establish the standard evaluation method for classification of the closed landfill and propose a removal priority list. The other tasks of the project are to propose removal technologies and pollution prevention measures, to establish emergency response measures, to establish biding process, and to draw up the direction and administration measures regarding removal actions.
