臺灣地區資源垃圾分選廠(場)興建計畫可行性評估調查及研究--垃圾進焚化廠前之垃圾分選

The feasibility study of municipal refuse resource sorting and recycling plant

英文摘要 The Environment Protection Administration of Executive Yuan intend to reduce the processing pressure of municipal refuse incineration plant and landfill and improve the refuse cleaning and processing mechanism of local government and also assist to reaching the minimization target of refuse; and cooperate with recycle and reuse mechanism to improve the local government refuse processing system function and efficiency. Therefore EPA decide to introduce the feasibility study and research of refuse sorting and recycling plant construction program— sorting and recycling before refuse entering to incineration plant. The execution period of the feasibility study and research is from Sep. 10, 2003 to Dec, 31, 2003 and project expense is NT$3,150,000. The objective of project is to evaluate the feasibility study of municipal refuse sorting and recycling plant construction. The project content include physical and chemical analysis of municipal refuses composition to certify recyclable materials, assessment of technology, capacity, manpower requirement and recovery benefit and evaluation of operation and maintenance, supervising method and economic efficiency for sorting and recycling plants. In order to promote the total resource recovery efficiency and consolidate the policy of refuse reduction and resource recovery and to cope with the achievement of individual Environmental Protection Bureau of County Governments for promoting resource recovery, there are three refuse resource sorting and recycling plants to be constructed for demonstration by the end of 2007. The total treatment capacity of those plants is 1,500 tons/day and the recyclable resource capacity recovered is approx. 300 tons/day. The economic efficiency include at least the income of recyclable material, saving of refuse treatment cost, life extension of incineration plants and landfill sites, etc.
