「執行柴油引擎汽車新車型審驗、新車抽驗及使用中車輛召回改正調查測試」專案工作計畫
| 中文摘要 | （1）執行新車型審驗作業 92年共計審查核發合格證明函及合格證明178張，共計2家廠商提出耐久試驗計畫申請 （2）執行新車抽驗作業 92年1~12月期間執行新車抽驗，計抽驗輕型柴油汽車1家廠商，1車次；抽驗重型柴油汽車11家廠商，FTP-Transient Cycle測試4引擎次，黑煙測試29車次，測試結果均為合格。 （3）執行召回改正調查測試 已完成太子汽車4JG2T引擎5台之召回改正調查測試引擎。彙整87年至91年召回改正調查測試結果資料。 （4）維護及更新柴油汽車排放污染管制資料庫，並規劃審驗作業資料電子化格式 定期〈每月〉彙整審驗相關資料並置於環保署及本中心網頁供民眾查詢。 （5）評估及建立國內移動污染源空氣污染物排放總量推估模式 研究分析美國Mobile及歐盟COPERT推估模，參考最基本架構建立簡易污染推估模式。 （6）召開相關會議 召開「柴油汽車車型排氣審驗合格證明」之申請及審查核發作業流程說明會及「柴油汽車召回改正調查測試車型選擇說明會」。召開「執行柴油汽車計畫工作檢討會」。 （7）辦理柴油及替代清潔燃料汽車審驗及排放管制有關法令之增訂或修訂工作 分析比較我國與美國、歐盟、日本重型柴油汽車測試方法及排放標準，草擬「交通工具空氣污染物排放標準」第五條修正案。 （8）配合本署簡化審驗作業流程應辦理下列事項 於台北市內設立辦公場所，提供相關業者辦理案件申請事宜。 | ||

Special Implementation Project for New Diesel Vehicle Model Certification, Conformity of Production Auditing and the Surveillance Test for Vehicle Recall and Correction
| 英文摘要 | The major outcomes of this project include： 1. To conduct new vehicle model certificaion There were 178 Diesel Motor Vehicle Emission Certificate of Conformity issued in year 2003. Two cases of diesel engine family durability test plan application were reviewed. 2. To conduct new vehicle auditing In the same period, the conduct of Conformity of Production Auditing covered 4 heavy-duty diesel engines, 29 heavy-duty diesel vehicles and 1 light duty diesel vehicle. All of the engines and vehicles passed the test. 3. To conduct in-use vehicle conformity check Five 4JG2T engines by Prince Motor Corporation were selected for in-use conformity check. The in-use test result from 1998 to 2002 was also compiled for EPA. 4. To maintain new vehicle certification database and for the Electronic data format for certification operation A monthly update at EPA and ARTC website of the new vehicle certification data for diesel engines and vehicles was conducted. 5. To evaluate and set up a model for domestic mobile sources emission inventory The basic methodology of US MOBILE and EEA(European Environmental Agency) COPERT models was referenced to set up the model for domestic diesel vehicles pollution estimation. 6. To hold related meetings for the project An explanatory meeting was held to make clear the procedure for diesel engine and vehicle certificate application and a meeting was held to announce the engine model selected for in-use conformity check. A meeting was held to review the conduct of this project. 7. To draft related regulations amendment for diesel vehicles certification and diesel vehicles emission control The amendment of article 5 for 「Emission Standards for Transportation Vehicles」was modified to include the CNS11644 and CNS11645 in the newly drafted 「The Test Method and Procedure for Diesel Vehicle Smoke Emission」 8. To conduct related jobs for EPA streamlining process of vehicle certification An office was set up in Taipei City to process the diesel engine and vehicle certificate application. | ||
