資源回收新增公告項目(家電類)評估與相關配套措施研擬及推動計畫
| 中文摘要 | 台灣地區由於腹地狹小且資源不足，因此各種工業以及生活所需之各項物質其原料多仰賴國外進口，如何增加可回收再利用之物質，實為當務之急。而本計畫即是協助基管會針對具有回收再利用價值或對環境危害等項目，進行各類家電物品公告成為應回收廢棄物之可行性分析。藉由計畫執行調查各項物品之基本資料，包括民眾之回收意願、回收處理成本、物品各年度營業量、報廢量推估以及物品重量和資源化比例等，將上述項目彙整之後作為分析層級程序法(Analytic Hierarchy Process，AHP)專家問卷之參考資料。接下來則是對於最適處理技術之規劃以及現有處理廠之評析，計畫執行過程首先收集各國之處理技術，在處理業之配合下，評估優先公告項目國內之處理能力，最後彙整國內外處理方式提出建議方案，另外邀請專家學者針對現有處理廠處理新增公告項目之能力加以評估。計畫最終針對處理方法以及設施標準提出建議方案，經過核對之後現行法規修正項目包括，貯存規範、處理規範以及資源化比例規範，另外為使後續稽核認證作業能順利進行，因此本團隊也完成稽核認證手冊修正建議之擬定，針對稽核認證手冊中關於主軸元件及允收標準之定義與現有新增公告項目不合宜，業已提出修正草案將其剔除，未來建議由質量平衡來做為認證之依據。最後本計畫也協助環保署舉辦四場次說明會來收集各界對於新增公告項目之建言，彙整會議討論議題，各界對於新增公告項目之費率、決定公告項目之原則、後續處理通路是否健全等三大議題最為重視，這些問題都已整理成冊，未來環保署在政策執行時可針對這些議題審慎考慮。經由本計畫之努力，已經收集新增公告所須知之資訊，可以提供作為政策執行之參考，也可以作為後續計畫執行之依據，新增公告項目評估工作也宣告我國實施零廢棄之決心，相信在環保署不斷的將廢棄物中可用資源回收後，台灣地區之回收成果將為各國政策執行之圭臬。 | ||

The evaluation of announcing new listed recycling items (household electronic products) and related measure set research with facilitating projects
| 英文摘要 | Taiwan is a small and narrow island that lacks of various resources. Most industry goods and life necessaries have to rely on importing from other countries.Therefore, it’s very important and urgent to add more items into mandatory recycling and reuse regulations.This project, accordingly, aims at assisting EPA Recycling Fund Management Committee to do some feasibility analysis on listing new various household electronic products to recycling items by considering their recycling value and their degree to harm the environment. According to the survey of fundamental information (eg., public willingness to recycle, the cost of recycling and treatment, to estimate the quantity of output and waste ones, and its weight ratio of recycling and reuse parts to the entire one) from each item, the project summarizes the raw materials as references in the further survey questionnaire by adopting Analytic Hierarchy Process (AHP).The next step is to choose the most appropriate treatment technology and to assess the capacity of current treatment plants. First of all, the project collected most treatment technologies from other countries. Under the cooperation with the treatment industry, the project then evaluated the treatment technologies for the prior items, summarized their worldwide treatment technologies, provided recommendation plans, and finally invited experts and scholars to address comments and advice regarding the capability of current treatment plants to digest the new listed recycling items. Besides, the project provides recommendation plans to treatment and facility standards.After checking with the current law and regulations, the project found that the current law and regulation need to be revised especially on storage, treatment, and recycling rate.In addition, in order to make the further auditing and accreditation process successful, the group of this project also has already provided a revised manual for auditing and accreditation. | ||
