Under current recycling system waste packaging containers including iron cans, aluminum cans, glass bottles, plastic containers, paper containers, and aluminum foiled paper packs are proclaimed to be recycled. To solve the problems in managing the recycling of waste packaging containers, EPA is seeking to extend the scope of responsibility producers. Is it the right policy to solve current recycling problems or just worsen the recycling situation? Besides, how to amend a reasonable recycling rate in response to economic changes is an important issue for Taiwan’s EPA. It is also important to explore if it is feasible to have different recycling rates for the containers made of complex materials (or multiple materials) to reach the fairness of the recycling rates?
The objective of this study is (1) to examine and explore current/updated proclaimed scope of the responsibility producers; (2) to explore the differentiated recycling rates for containers with complex materials; (3) to calculate recycling rates of waste packaging containers and used batteries for year 2005. The calculated recycling rates of waste packaging containers could provide helpful information for EPA Fee Rate Review Committee to amend the recycling rates. Study results also provide some suggestions regarding proclaimed scope of the responsibility producers, recycling system and recycling rates for new proclaimed recycling items. Those suggestions may provide useful policy implications to EPA for the future decision-making regarding the recycling of waste packaging containers.
