中北部地區十年以上加油站潛在污染源調查計畫(乙案)
| 中文摘要 | 自土壤與地下水污染整治法(以下簡稱土水法)公告施行之後，行政院環境保護署(以下簡稱環保署)即致力於國內土壤與地下水污染調查與整治相關工作，根據以往委託計畫執行經驗，老舊的儲槽與加油站一直是土壤與地下水污染的主要肇因之一，因此環保署自民國87起先後分數年執行加油站調查與污染源查證工作，本年度計畫即為前述委託計畫之延伸，並以中、北部地區400座站齡十年以上/屆齡十年加油站為主要調查對象，且區分為三個子項計畫依縣市別分別執行調查工作。調查方式是以三階段式篩選方式進行篩選，三階段分別為第一階段：加油站基本資料、設備調查與測漏管測試；第二階段：測漏管與土壤氣體採樣分析；第三階段；土壤與地下水採樣與分析，前述各階段的採樣分析，是以加油站本身特性項目與土水法中相關管制項目為主，希望藉由上述逐階篩選方式找出最終具有實際污染土壤與地下水污染事實的加油站，並利用本計畫的資源於第四階段提供污染現地的緊急應變與整治工作方向，有效的抑制污染的擴大，達成土水法立法的精神與實質的效益。 本計畫自92年9月起開始執行，分別針對桃竹苗地區之135座加油站，完成第一階段加油站基本資料更新、設備調查與測漏管測試工作﹔再藉由其結果篩選出38座加油站，進行第二階段測漏管與土壤氣體採樣分析工作﹔有17座加油站因第二階段檢測之結果，顯示可能有洩漏之虞，而進行第三階段之土壤及地下水之檢測﹔最終有11座加油站需設置監測井，進行污染查證工作。 | ||

The potential leakage investigation of gasoline station aged 10 or more years in the Northern and Central Taiwan
| 英文摘要 | This project, an extension of the plans of previous years, focuses particularly on 400 gas stations that aged ten years or over, situated in the central and northern parts of Taiwan. The gas stations being sampled will be investigated under three sub-plans in regional groupings. The investigative method is of three phases: (1) First phase focus on the basic information collection and check of the gas station, equipment check and Soil Vapor Monitoring Well test. (2) Second phase, sampling and analysis of gases emitted from Soil Vapor Monitoring Well and the soil (3) Third phase, sampling and analysis of soil and underground water The works in each phase outlined above takes into consideration the special nature of gas stations and corresponding regulatory clauses stated within the Soil and Underground Water Pollution Remediation Act and hopes to identify gas stations which do pollute soil and underground waters. Once sources of pollution have been identified, the fourth phase of this project provides recommended immediate action and long-term corrective remediation to effectively control any further pollution, thus achieving the ethos of the Soil and Underground Water Pollution Remediation Act. This project commenced September 2003 and targeted 135 gas stations within Taoyuan-Shinchu-Miaoli regions. The first phase of basic information collection, equipment checking and Soil Vapor Monitoring Well checking has been completed. From these results, 38 gas stations were selected for phase two – sampling and analysis of gases emitted from Soil Vapor Monitoring Well and the soil. Seventeen gas stations showed non-compliance results from sample analysis and were suspected of leakage. The non-compliant gas stations were tested in concordance with phase three and final results indicate the necessity to set up monitoring wells in 11 gas stations for further confirmation of degree of pollution. | ||
