基隆市預防海洋溢油事件對空氣品質之影響應變處理計畫
| 中文摘要 | 本計畫透過對過去國內外處理海上重大溢油事故經驗、事後檢討及應用技術等各層面發展趨勢的深入了解，並與各相關成員單位充分協商、修訂，研擬出一套適用於基隆市(本市)的應變體系。藉由本計畫所完成的「海洋油污染防治應變動員作業手冊」，本市得以與鄰近縣(市)達成區域性合作協議，應付隨時可能發生的海上溢油事故。本計畫完成後期望能帶動定期演練，使在有限資源的條件下，充分運用平時所建立的通報系統，於事故發生第一時間進行海上圍堵與岸上保護，同時爭取中央層級應變中心協調各相關單位，提供所需資源，通力合作，進行油污清除與復原工作，使傷害減至最輕。 | ||
