固定污染源汞排放調查及可行控制技術評估計畫

中文摘要 目前台灣地區空氣污染控制技術日漸成熟,以及配合相關管制策略之實施,空氣污染排放逐漸呈現有效減量之佳績。在固定污染源方面,燃燒所產生之煙氣及灰份中,具有重金屬之污染物,對於生態環境及人體健康影響甚遠,其中又以汞污染物對於人體之累積性與不易去除性,倍受國內外相關單位關注。本計畫有鑑於汞排放對於環境生態及人體健康之因素,故針對固定污染源進行汞排放之相關研究。 本計畫完成國內19座大型焚化廠之汞排放資料收集彙整分析,並且進行國內10廠次之汞排放採樣檢測分析,除此之外,針對一座燃煤電廠及一座燃煤汽電共生廠進行整場汞流佈測試。在汞排放係數建置方面,除彙整收集國外相關汞排放係數,作為計算參考比對之依據。此外,完成國內固定污染源汞排放總量推估之問卷調查設計,並針對固定污染源汞排放總量推估計算方式進行評估分析,首次完成本土化之汞排放係數。 於本計畫中也針對國外目前最新汞排放連續偵測技術與汞物種檢測技術進行評估與分析。為確認汞採樣分析能力,本計畫除撰寫品保規劃書外,並與美國環保署進行樣品汞分析比對,比對結果良好。另一方面,對於汞排放控制技術項次,本計畫亦針對目前技術現況、設備成本、技術潛力及控制效率成本等,進行完整評析。同時依據國內固定污染源之現況,加以參卓美國固定污染源汞排放管制,提出國內燃煤發電機組進行汞管制策略之草擬與建議。

Mercury Emissions Investigation and Control Technologies for Stationary Pollution Sources

英文摘要 With maturing control technology and implementation of control policy, Taiwan started seeing good results in air pollution minimization. Flue gas and ash generated after combustion of stationary pollution sources contain heavy metals that create a long-term effect on ecological environment and human health. The accumulation and persistency of mercury emission has caused serious concerns. To protect environment and human health, the project aimed to study mercury emission from stationary pollution sources. The project completed data collection and analysis for 19 large domestic incineration plants and 10 times of mercury sampling and analysis for domestic plants. The project also conducted mercury flow distribution test study for one coal-fired power plant and one coal-fired cogeneration plant. For establishment of mercury emission factor, besides collecting data from domestic and international sources as references for comparison, the project also completed the design of questionnaire to estimate and assess total mercury emission from domestic stationary pollution sources. The project completed the derivation of the first domestic mercury emission factor. The project also conducted assessment on the latest analytical technique and continuous emission monitoring technique for mercury species. To assure mercury sampling and analyzing capability, the project completed a quality assurance project plan (QAPP) and obtained good results by collaborating with US EPA in mercury sample matching analysis. Furthermore, the project completed an extensive evaluation on mercury emission control technology in terms of technology status, equipment cost, technology potential and control efficiency. The project also drafted a plan and suggestions on mercury emission control policy for domestic coal-fired power plants with references to domestic stationary pollution sources status and US mercury emission regulations.
