九十三年度台南縣揮發性有機物污染管制及減量輔導計畫
| 中文摘要 | 工作成果摘要 本計畫自93年5月4日開始執行，各項工作進度與成果說明如下： 一、揮發性有機列管行業查核 完成法規列管工廠查核共計45家，其中12家有不符合法規項目。 二、除第一批應申報年排放量外VOCs前80大清查 共完成80家清查作業，總計清查前排放量為1,936.6(公噸/年)，清查後更新為1,736.2(公噸/年)。 三、列管工廠污染改善查核及輔導 針對92年度15家及93年度12家查核不符合法規工廠進行複查，目前皆已完成改善。 四、加油站清查作業 共完成208家加油站之現場清查作業。 五、減量輔導作業 完成欣岱實業、瑞華實業及奇美電子二廠減量輔導作業，並由環保局發文要求廠商提出改善期程。 六、列管工廠設備元件抽測 共計完成2,522個設備元件抽測，並未發現洩漏。 七、排放管檢測作業 (一)排放管道NMHCs抽測 (二)半導體業VOCs檢測 (三)氣態有機化合物檢測 (四)二甲基甲醯胺(DMF)檢測 八、臭味污染源巡查 共計完成102處次75家工廠之臭味巡查，發現有異臭者為26處次佔總巡查數26%。 九、臭味官能測定 共計執行周界臭味採樣官能測定13點次及排放管道臭味採樣官能測定17點次，其中周界測定有7點次未符合法規標準。 十、臭味成份分析 共完成泰慶皮革等3點次臭味成份分析。 十一、OP-FTIR監測 篩選泰慶及新力美2家進行各24小時之連續監測作業，監測結果皆發現超出臭味閾值之物質。 十二、加油站檢測作業 (一)氣漏檢測 (二)氣油比檢測 十三、加油站檢測不合格追蹤改善 統計氣漏檢測合格率改善後已提升至98.2%，氣油比則提升至98.3%。 十四、排放量推估作業 本年度查核法規列管行業VOCs排放量為3,633.36公噸/年，非法規列管行業排放量為4,265.61公噸/年。 十五、排放量調查作業 以問卷方式進行排放量調查。 十六、資料庫排放量比對 排放量差異原因，以兩者排放量推估方式不一佔39.6 %為最多。 十七、排放量資料移交及確認作業 本計畫共移交97家工廠排放量資料予固定源計畫，94年4月13日確認其整體完成率僅36%。 十八、逸散性污染源調查作業 十九、工廠查核有害空氣污染物使用情況 本計畫清查工廠共計有58家使用之原物料中包含環保署優先列管之21種有害空氣污染物。 二十、減量空間評估 以BACT評估本年度清查工廠之減量空間，總計各行業減量空間可達434.5噸/年。 二十一、教育訓練 | ||

Tainan County VOCs Pollution Management and Instruct Reduction Project
| 英文摘要 | Abstract This project was commenced to implement on May 4, 2004.
