台東縣移動污染源稽查管制計畫
| 中文摘要 | 台東縣移動污染源稽查管制計畫係針對本縣轄區內之機車是否完成定期檢驗，藉由加強路邊稽查、辦理機車排氣免費檢測宣導活動及協助環保局輔導查核民間機車檢驗站等工作，經由這些措施之配合，達到督促車輛使用人加強車輛保養維修管理，並且教育車輛駕駛人正確之操作觀念，進而減低車輛廢氣排放之污染，有效改善空氣品質。 本公司執行台東縣94年度移動污染源稽查管制計畫，自94年2月25日起至12月31日止，已完成未定檢機車稽查數23,434輛次，當中回檢共12,877輛次，回檢率約54.95%；機車攔檢數3,010輛次，檢測不合格共764輛次，不合格率約25.38%。 統計分析資料以94年度完成稽查定檢資料為依據，篩除不完整之定檢資料可做統計分析者有11,053筆。經資料統計分析結果，在各項比較上，無論依廠牌、車齡、排氣量等項目，四行程機車之排放污染度皆較二行程為佳。 本計畫根據中鼎公司所提供交通工具污染削減係數推估污染物削減量，台東縣94年1月至94年11月執行成果，機車定檢不合格複檢所產生污染物之削減量NMHC為16.52噸／年，CO預估為125.36噸／年。 截至94年11月底止，台東縣機車排氣應定檢數為104,573輛，依檢驗站之定檢到檢率為47.14%；依回歸車籍之定檢到檢率則為51.22%，因今年度環保署考核標準為檢驗站與回歸車籍二者之定檢到檢率平均計算，所以台東縣之定檢到檢率為59.98%，顯見本年度之計畫推動成效頗佳。 | ||
