指定公告事業用地土壤污染檢測執行成效追蹤及技術諮詢計畫
| 中文摘要 | 本計畫係針對土壤及地下水污染整治法(以下簡稱土污法)第8條、第9條指定公告事業執行用地土壤污染檢測作業之實際成效進行檢討追蹤，並規劃建置備查資料資訊化制度，同時研議國內現階段執行環境場址評估相關人員機構之條件、訓練規劃與推動策略，以及研析國外金融保險制度於國內推動措施。主要工作成果包括：(一)完成「指定公告事業土壤污染檢測資料資訊管理系統」之規劃建置，並協助環保署將各縣市已備查之土壤污染檢測資料登錄於資料庫中，同時編製70本資料庫使用者操作手冊、辦理三場次教育訓練與25縣市現場輔導作業。(二) 彙整統計各縣市有關土污法第9條用地土壤污染檢測之案件數，並從中篩選5家備查事業進行土壤污染查證工作；依據查證結果及問卷調查統計，研析土污法第8條、第9條之後續管理與執行策略。 (三)蒐集三個國外環境場址評估案例及相關資料，研析國內現階段執行環境場址調查評估制度之可行性與相關法令配套措施，包括專業人員或機構之資格條件、訓練方式及實施策略等內容。(四)蒐集國內外有關環境金融保險之相關法令及作法，並研議國內推動之可行性與策略。(五) 辦理三場次土污法第8條及第9條推動業務策略與宣導會，並編印640本宣導手冊，提供環保署專業與技術諮詢。 | ||
