高高屏、雲嘉南及中部空品區空氣品質改善專案行政及技術支援計畫

中文摘要 本計畫逐月解析94年空氣品質變化,完成高高屏地區94年1~12月PSI>100之統計分析,94年PSI>100站日數達404站日(未扣除沙塵暴),相當於10.06%,其中PM10達4.72%、O3達5.42%。同時,為瞭解二次氣膠生成變化,亦針對O3+NO2及PM2.5進行深入之分析,而92年以來因颱風過境前後所造成之O3空品惡化現象,透過統計及實例探討,發現在颱風來襲前會提高中部以南空品區惡化機率。 89~94年空氣品質與排放量之變化均呈現先降後升的趨勢,乃因2~3年社經活動強度持續成長,加上氣象因子溫度高、降雨少、日照強及不利擴散的特性,為造成93及94年空品惡化之主因,未來除加強傳統污染物管制外,對於造成氣候變異之溫室氣體之管制亦不容忽視。 完成88處100餘次營建工地現勘,透過環保局告發達54件,完成44處85次料堆及工廠進出口現勘,透過環保局告發達22件,被告發工廠依限完成改善,達成有效減量。完成12次高雄港區之現勘,並配合高雄市環保局進行強力稽查行動,提昇港區業者之環保意識。完成11次陸空聯合稽查行程,共通報38處疑似污染源並告發14件,並透過教育訓練讓空警隊在平常的任務日亦能協助發現污染源。執行非法柴油之抽測攔查共40次,透過柴油顏色及密度之預篩作業,完成1~12月抽驗成果之統計。查獲7次農廢露天燃燒事件,對於行為人進行勸導並採取滅火措施。 針對高高屏排放揮發性有機物工廠,彙整各行業法規最新修訂情形,完成20家13種行業別工廠之現勘及紀錄,發現高高屏地區膠帶業、機車表面塗裝、凹版印刷、金屬表面塗裝、溶劑輸儲業等,為目前排放量較大且尚有減量空間之行業。 完成相關污染防制減量成果之推估,高高屏三縣市TSP、SOx、NOx及NMHC之年度排放量分別削減10,888、2,765、9,246、4781公噸/年。召開2次「高高屏空品區空氣品質改善專案小組」會議及4次「高高屏工作協商」會議,參與2次「高高屏跨縣市交流會」,另因應上述三次會議之結論及本計畫工作需求,另進行數場次之協調、訪談及現勘會議,期末並進行94年度工作執行成效檢討會,促使各環保單位在未來管制工作上,能有更緊密之合作與協調,共同改善空氣品質。

Air quality improvement, including (administrative and technical assistance) for Kao-Kao-Ping, Yun-Chia-Nan and Central Taiwan

英文摘要 The project analyzes the changes in air quality for 2005. It has accomplished PSI>100 statistics during January to December in 2005. In 2005, PSI>100 station days have reached 404 station days (not included sandstorms). It is equivalent to 10.06%. PM10 has reached 4.72% and O3 has reached 5.42%. Meanwhile, to realize the variety of suspension, the project aims at precisely analyzing O3+NO2 and PM2.5. However, it reveals that the air quality in Southern quality area becomes worse before approach of typhoons through the statistics and example discussion since 2003. O3 quantity gets worse before and after typhoons since then. During 2000 to 2005, both the air quality and emission tend to decline but increase afterwards. It is because of the constant increase of social and economic activities in these areas. In addition, meteorological factors such as high temperature, less rain, strong sunlight and other factors of decreasing spread are all the main problems of worse air quality in 2004 and 2005. It is significant that to control conservatory air which affects climate as well as strengthen the control of traditional pollutants in the future. The project has examined 88 constructions for more than 100 times. The EPA has impeached 54 cases. It also has examined 44 sites of compost and import-export factories 85 times. The EPA has impeached 22 cases. The impeached factories should improve defects by deadline to accomplish effective reduction. In addition, the project has examined Kaohsiung Port area 12 times. It executes effective examinations together with the EPA in Kaohsiung City. It is promoting environmental protection among the firms in the port area. It has examined amphibious progress 11 times. There are 38 suspected pollution sources. The EPA has impeached 14 cases. This project trains the Aviation Police to find pollution sources during their regular daily missions. Moreover, it takes random checks of illegal diesel oil 40 times. Through the pre-examination for the color and density of diesel oil, it has accomplished the outcome statistics from January to December. The project discovered 7 cases of outdoor burning of agricultural waste. The EPA has forced the culprits to extinguish the fires. To aim directly at factories which drain off volatile organic matter in Kao-Kao-Ping area, the project takes reference to the revision of updated regulation to examine and record 20 firms for different 13 businesses. It has discovered that tape industry, motorcycle surfacing, intaglio print, metal surfacing and solution transport and storage have more emission and need to achieve reduction. The project collects air pollution control results every season in 2005 (middle area and Yun-Chia-Nan area). Besides collecting the monthly results in Kao-Kao-Ping area, it collects and transacts the Kao-Kao-Ping EIA data of the future emission as well. There are 2 special team conferences and 4 working negotiation meetings for this project in 2005. Two trans-regional conferences have taken place. Moreover, several negotiation meetings, interviews and conferences for present inspection have held already. The pollutants which have reduced are TSP=6,331 tons per year, SOX=3,273 tons per year, NOx=10,555 tons per year and NMHC=2,479 tons per year. The annual outcome conference for working execution in 2005 took place on December 29 and 30. It made all environmental protection bureaus more cooperative with each other. It also strengthened the negotiation to improve the air quality around the nation.
