加油站油氣回收管制策略檢討計畫

中文摘要 本計畫主要工作內容分別為:(1)執行加油站設置油槍油氣回收設備功能抽測與輔導;(2)油氣回收相關宣導工作;(3)協助推動加油站油氣回收相關政策;(4)編印加油站油氣回收政策推動及執行成效彙編。 230站氣油比檢測,油槍平均合格率為83%,其中有43%(100站)之氣油比檢測完全符合標準,氣油比不合格原因以皮管積油(25%)為主要原因,其次則是馬達當機與故障(18%)。50站氣漏檢測結果,有42站合格,合格率為84%,氣漏不合格原因以缺乏墊片或墊片損壞與故障(63%)為主要原因,其次則是真空壓力調節閥故障或有異物(25%)。統計至95.02.07,本計畫檢測與輔導裝設之VOCs減量成效有345公噸/年。 辦理6場次法規與設備操作維護保養訓練會,總計有328站參加,針對加油站業者提出之問題與建議,於會議當場做詳細答覆,並呈報環保署以瞭解業者之意見。 隨著資訊時代的進步與普及,為協助加油站解決有關油氣回收設備等相關問題,本計畫成立加油站油氣回收諮詢服務系統,提供電話/傳真之諮詢服務,所有諮詢均當場立即回覆或於七天內郵寄相關資料提供參考。 ?配合管理辦法管制,針對環保署加油站監測資料庫包含土壤地下水與空氣之業務,於油氣回收部分,提出整合之修改建議,主要內容有加油站可自行上網申報回收設備檢測結果與發油量及加油槍故障/停用訊息;對於環保局之稽查或抽測,亦須於網路上更新,以及增加統計報表之功能,使環保署與環保局可即時掌握最新管制現況。 為擴大民眾認識油氣回收觀念並加以宣導,本計畫製作10萬個行照用宣導套夾與5萬個宣導磁鐵,宣導重點為不強迫加油之油氣回收觀念,配合簡單圖形或文字提高宣導效果。 蒐集國外油氣回收設備最新發展及國外油氣回收政策推動等相關資料,並調查各縣市最新油氣回收設備設置資料、稽查現況與國內油氣回收設備操作效益及使用性,提供環保署管制之參考與辦理1場業務檢討會。 修訂新設加油站油氣回收設置計畫書審查手冊與辦理1場審查訓練課,使地方環保機關瞭解油氣回收設施設置之審查作業執行內容,提高審查效率與統一審查標準。 針對環保署歷年來加油站油氣回收管制策略實施過程及成果,進行成效彙編,以呈現環保署推動改善環境空氣品質之歷程、努力與成果。

The Control Strategy and Compliance Evaluation for Vapor Recovery in Gasoline Stations

英文摘要 The main targets of this project will be classified into four sections. (1)To execute the random check on the equipment efficiency test of Phase II vapor recovery facility from 230 Gasoline stations;(2)The related propaganda of this subject matter;(3)To assist public section to implement Gasoline Vapor Recovery Control Policy;(4)To print Gasoline Vapor Recovery Control Policy advance and implement result. The detail achievements of these four sections will be described as below: To execute the random check on the equipment efficiency test of Phase II vapor recovery facility from 230 Gasoline stations. The Air to Liquid Ratio (A/L) test is conducted to 230 randomly selected gasoline stations. It demonstrates 43% (100 stations) of (A/L) test are full compliant with approved standard and average qualified rate is 83% for gasoline nozzle samples. Inspecting the reason of disqualification, 25% of the failure results from the plugged vapor path by residual gasoline in the hoses, then 18% from motor power deficiency and failure. As to the test result of Air Leak check, there are 42 out of total 50 stations qualified for this check. The qualified rate is 84%, inspecting the reason of disqualification, 63% of the failure results from the spacer not enough or spacer breakage and failure, then 25% from vacuity strain adjust valve failure or have foreign matter. The total reduced volume is 345 tons/year after in this project to check and guidance equipment, statistics to 2006.02.07. To assist public section to implement Gasoline Vapor Recovery Control Policy. In order to cooperate management type control, EPA Gasoline station monitor database include soil and groundwater. The part about the Gasoline Vapor Recovery, that will supply complete amend suggestions, the major matter is report gasoline vapor recovery equipment’s check result and oil measure and note failure/stop information from gasoline nozzle in internet by gasoline station self. In order to EPA and EPB can control situation immediately, it must be update and add form for statistics when EPA random or check gasoline station.
