機車排氣定期檢驗收費制度規劃建置及檢驗站查核管理

中文摘要 環保署自八十七年元月起全面實施機車排氣定檢制度,經過九年來的經營與努力,目前機車排氣定檢業務已上軌道,檢驗站數也高達2,086站。每年補助機車排氣檢驗站之檢驗費用近6億元,佔由汽油所徵收之空污費的65%,已嚴重排擠其他車輛管制措施之推動,即早規劃推動機車排氣定檢由民眾自費有其必要性。為有效協助、輔導及管理全國眾多機車的檢驗站,特執行本計畫,執行成果分別: (一)規劃及推動使用中機車排氣定檢民眾自行付費及建置相關配套措施。 (二)機車排氣檢驗站查核與管理:進行現場查核與蒐證,完成115家查核,發現有53項缺失;以實車查核方式秘密蒐證50家檢驗站,發現有24項缺失。 (三)機車排氣檢驗站檢測數量審核與經費核撥:審核通過6,543,150輛次檢測數量,刪除139,553輛次,核撥523,452,000元檢測補助經費,節省11,164,240元公帑。 (四)機車排氣定期檢驗及監理資料庫資訊維護、管理與整合:更新機車定檢資訊管理系統網站,增加檢驗站管理、標準作業程序等功能。 (五)評估機車排氣定檢執行成本效益:統計各檢驗站每月檢測數量,分析各縣市實際到檢率、不合格率、複驗率,檢測結果與車型、車種、車齡、行程之關係、檢驗站設置成本,推估調修後空氣污染物減量,呈報環保署及公布在機車定檢網站上供各界查詢。 (六)辦理「直轄市及縣(市)空氣品質維護或改善工作執行績效考評要點」中機車管制計畫工作執行績效考評相關作業。 (七)協助辦理14個移動污染源委辦計畫之整合、控管及辦理成果發表會。 故執行本計畫將可有效提昇檢驗站品保品管,並有效協助落實定檢制度並減少機車排氣污染,期有效維護環境空氣品質。

Planning for the owners of the motorcycles paying the fare themselves system and management of motorcycle inspection stations

英文摘要 The motorcycle inspection and maintenance (I&M) regulation has been taken into effect since 1998. After nine years effort the implementation of I&M is considered successful. The total number of I&M stations have reached 2,086. EPA supported 600 millions for the inspection of motorcycles per year. The budget occupies 65% of the air pollution fee. This situation expels the execution of the measure of other vehicles. Hence, drawing up a plan for the inspection expense treated by the owners of the motorcycles is necessary. The main objective of this project is to assist, guide, and manage all the I&M stations in Taiwan. The following achievements have been obtained from this project: (1)Planning and executing a measure for the owners of the motorcycles paying the fare themselves, and establishing the other related matching measure. (2)Checking and examining of Motorcycle I&M station: Through field investigation, totally 115 stations were being checked and found 53 defects;By using pre-modified vehicles to check on 50 stations and found 24 defects. (3)Auditing the test I&M test numbers and fees for the licensed stations: After auditing, 6,543,150 tests were considered valid and 139,553 tests were considered as invalid. Totally NT$ 523,452,000 were provided to the licensed stations for the valid tests, and NT$ 11,164,240 were saved because of the invalid tests. (4)The maintenance, management and combination of the data bank of motorcycle inspection:Update I&M test information system and demonstrate the system. Addition station management,SOP functions. (5)Evaluate the cost effect on I&M tests that carried out by licensed stations: Collected the information such as monthly test numbers, the rate of annual test required motorcycles that actually reported to the I&M stations, test failed rate, repeat test rate, and analyze the relationship among motorcycle type, age, and traveling milage. The evaluation also included the capital required for setting up licensed stations, estimate the emission reduction after motorcycle maintenance, and the results would be posted on the web site of R.O.C. EPA. (6)To manage the evaluation of the results of controlled motorcycle projects in the “Evaluation points of air quality maintenance and improvement of execution results for the special municipalities and counties (cities) ” (7) To assist managing the project combination of 14th moving emissions. By carry out this project the quality of licensed I&M stations were assured, the I&M system was implemented successfully and the emissions from motorcycles being reduced, also the air quality in Taiwan being improved.
