This Project is to act as the main policy and measures implementing support of Taiwan Environmental Protection Agency in response to the Montreal Protocol regime on ozone depleting substances (ODSs). Three major tasks are：1) establishing international communicating channels among the ozone family, 2) supporting drafting of domestic policy and measures in management of the substances, 3) disseminating information related to the ozone layer protection and strengthening the relevant personnel training.
Regular items to be carried out every year include: compiling and reporting national consumption data to the ozone secretariat, assisting allocation of HCFCs and methyl bromide importing quota, assessment of application for CFCs stocks. Apart from that, personnel were assigned to attend to the 16th Meeting of the Parties to the Montreal protocol, 24th Open-ended Working Group meeting, and the 15th Earth Technology Forum this year. Key reports compiled include the national measures implemented by the United States, Canada, Japan and the European Community; technology development in replacement refrigerants for chiller and mobile air conditioner; and impacts of ISPM-15 standards to the demand in methyl bromide. The compiled information was also disseminated through 3 issues of newsletters, and contained in 2 publicity brochures in Chinese and English.
Revising the existing ODS regulations and guidelines was another focus of the project. A much comprehensive version to accommodate control substances apart from HCFCs and methyl bromide was drafted this year, and it is expected to go through public hearing next year very soon.
6 training workshops for customs and coast guards were held at major harbors of Taiwan this year, with around 416 officers were trained. And a manual were printed and disseminated during the training, which include the background knowledge in ozone layer protection, the international control regime and domestic measures, identification and handling of ODS, and the common smuggling methods. By strengthening the capability of the frontline officers, Taiwan can really live up to its promise in safeguarding the ozone layer.
