Motor vehicle scrapping and recycling services are now conducted by agencies of MOTC (Ministry Of Transportation and Communications) and EPA (Environmental Protection Administration), respectively. Most services provided by MOTC agencies can be accessed electronically; however, services provided EPA agencies still require human intervention. Therefore, it is currently the most important task to quickly constructing a “motor vehicle scrapping and recycling information system” and “recycled used motor vehicle parts trading website” to promote EPA's Resource Recycling and Reuse Policy. The new systems must be integrated with related systems, including those of DMV (Department of Motor Vehicle) under MOTC, NPA (National Police Agency) and Recyclers, etc; hence they can help law enforcement, crime fight, motor vehicle theft rate reduction and stolen vehicle trading prevention so that people’s right and interest can be better protected. For recyclers, a standard operation process will be established so that they will operate more efficiently and effectively, and recyclable resources can be better utilized. Because of the requirement for connectivity and integration between government organizations and recycling businesses, the contractor’s system integration capability and credibility become vital to the new systems’ success. The scope of new systems includes:
(1) Transform “motor vehicle scrapping and recycling service” and “recycling/processing operations” to e-business, improve operation efficiency and enable the real-time grasp and use of motor vehicle recycling information.
(2) Integrate between information systems of NPA, DMV and custom offices; hence facilitate the management and supervision of related information.
(3) Improve the reporting mechanism for the motor vehicle scrapping, recycling and processing, ensure the scrapped motor vehicles are well processed to prevent environmental pollution.
(4) Provide statistical information on motor vehicle scrapping, recycling, decomposing, processing, exporting and used motor vehicle parts as an effective reference to the planning and promotion of resource recycling policies.
