固定污染源揮發性有機物主要汙染作業型態排放量清查暨最佳可行控制技術建立計畫

中文摘要 本計畫主要為執行重點行業製程揮發性有機物檢測及查核作業、固定污染源縣市考評查核、重點行業揮發性有機物減量規劃與評估、揮發性有機物管制配套措施探討等工作;透過此一調查計畫,可有效掌握國內一般性揮發性有機物之排放特性,提供管制策略及法規研擬之參考依據。 已完成之工作成果包括有110家重點行業訪查與183點次排放管道非甲烷碳氫化合物檢測作業採樣、100家產業排放量暨許可查核及51家法規符合度查核;及150點次設備元件揮發性有機物洩漏排放檢測;此外,並建立壓克力合成樹脂業、聚苯乙烯發泡製程、原料藥業之最佳可行控制技術手冊,完成1,500噸/年以上揮發性有機物之排放減量及後續減量潛勢規劃。於揮發性有機物管制配套措施探討方面,則完成膠帶業物料檢測方法之評析及案例分析、無機酸洗滌技術規範探討、檢測報告書修正建議、防制設備前設置採樣口規定之檢討等工作。

Emission Inventory of Volatile Organic Compounds from Main Manufacturing Processes and Establishing Best Available Control Technology for Stationary Sources

英文摘要 This project attempts to characterize volatile organic compounds (VOCs) emitted from industrial stacks, inspect the permission declaration of stationary sources country-wide, estimate reductions of VOCs emission at key factories, and research the measures necessary for VOCs emission reductions. This project establishes a general VOCs emission inventory database to provide data on VOCs pollution control and legislation. The achievements for this project comprise on-site interviewing of 110 principal factories, non-methane hydrocarbon (NMHC) is continuously monitoring of 183 stacks, emission and permission inspections at 100 factories, enforce legislation at 51 factories, and monitor VOCs emissions at 150 oil-refining process components. A manual was completed outlining the best available control technology for VOCs in the production of polymers, expanded polystyrene and pharmaceutical raw materials. Total reduction of VOCs emissions from key factories exceeds 1,500 ton/year. Research into the necessary measures for VOCs emissions reduction comprise analysis of VOCs measurement methods for adhesive glues and a case study discussing the standard for scrubber technology for inorganic acids. Additionally, a suggestion for VOCs emission measurement report was made, and error testing for the position of a sampling hole emphasizing the necessity for a sampling hole in front of control equipment was completed.
