固定污染源空氣污染防制費查核、分析及監督管理計畫
| 中文摘要 | 為實現「污染者付費」之社會正義原則以及「空氣污染防制法」的立法精神，並且以經濟誘因方式，促使公私場所主動減少污染排放量，進而達到改善空氣品質之目標，行政院環境保護署自八十四年七月一日起開始徵收空氣污染防制費。環保署經檢討空污費徵收與審查架構後，將審查管制流程區分為「建檔篩選」、以及「複審查核」等兩大段落之工作，本計畫即屬後者。 本年度在書面複審部分，目前已完成803件審查，符合合約規定之工作量780件要求；現場查核部分，已完成386件(包含CEMS部分之78家)之現場查核工作，亦符合合約規定之工作量380件要求。目前在完成審查之公私場所中，總申報金額為1062,310仟元，其總核定金額為1,092,524仟元，應補繳金額為30,214仟元。 本計畫目前共完成47家煙道現勘與40家煙道檢測作業，由本年度抽測結果與歷史申報檢測資料比對可知，原本排氣量數據品質分級多為B、C級的污染源，經抽測後結果，排氣量數據品質多已回到A級的水準，各煙道之檢測係數均明顯提升，顯示煙道抽測成效良好。 本年度在配合之CEMS現場查核工作部分，發現各業者出現之問題主要包括「氮氧化物未經轉換即進行分析」、「抽離式採樣管路積水」、「儀器自行顯示監測數據」等問題，此外包括「NO/NO2轉換率」及「中油高煉FGD去除S效率」等問題尚需要進一步深入探討釐清。 在研修固定污染源空氣污染防制費徵收審查制度方面，分為「空污費收費制度之研修」與「空污費收費法規之研修」兩部份。本計畫針對「明訂石油焦隨油徵收(收費辦法第二條)」、「申報頻率(收費辦法第三條)」、「空污費制度中央與地方分工(收費辦法第三條)」、「申報數據引用順序(收費辦法第十一條)」等方面進行評估，此外依據93及94年度計畫執行的問題，並經過專家諮詢會廣納建言，本計畫提出收費辦法修正案(草稿)對照表。重大變更包括：「第八條：空污費篩選審查案件之原則研修」、「第九條：審查之案件與提報之資料」、「第十三條：CEMS監測資料遺失或無效時排放量之計算」、「第十四條：檢測報告書之規定」、「第十五條：檢測係數、排放量之計算」、「第十七條：檢測申報數據引用之規定」、「新增條文：追繳期間之規定」、「新增條文：檢測之操作條件規定」等等。 在「分析國外空氣污染防制費申報、查核作業系統」方面，本計畫針對美國聯邦政府及部份已建立完整收費架構之州及地方政府，摘要解析排放收費制度相關內容，本報告除收錄美國空氣污染排放費相關規定外，另收集歐洲及大陸地區之相關資訊，以供台灣地區研修空氣污染防制費制度之參考。 本年度尚針對縣市環保局辦理空氣污染防制費申報書面及現場查核作業稽查訓練班、配合環保署考評各縣市環保局執行空氣品質維護或改善工作之績效、以及協辦全國固定污染源管制業務檢討會等；另外規劃兩場專家學者諮詢會以及一場檢測作業規定說明會，以彙整各方面對於目前空污費收費制度的意見，內容包括：(一)空污費檢測申報問題及解決方案再探討；(二)空氣污染防制費收費辦法研修；(三)針對檢測業者辦理檢測作業規定說明會。 | ||

Examine, analyze and supervise in air pollution control fee of stationary pollution source
| 英文摘要 | In order to realize "the pollution to pay fee" the social just principle, and by the economical inducement, urges the public and private place initiative reduction pollution emission, then achieved objective of the improvement air quality. The environmental protection administration starts to levy the air pollution fee on July 1 1995. In the written reexamination part, had completed 803 examinations; In the scene checks part, had completed 386 scenes to check the work, both of them had conformed to contract work load. At the exceptional case to be more paid 193 thousand dollars; At the unexceptional case to be more paid 30 million 214 thousand dollars. Furthermore, in the pipe detection part, had completed 40 detection; The exhaust gas data quality had become A degree. At work in coordination with CEMS’s plan, find some problems in CEMS. Just like “NOx data is not transformed”; “Sampling pipe leaves water in draw up system”; ”The monitor device display data uncontrollable”.
