土壤及地下水污染事件應變調查、查證及技術支援工作計畫（94年度）
| 中文摘要 | 本計畫為兩年度計畫，本（94）年度工作主要分為(1)成立應變支援單位辦理緊急污染案件、(2)研析檢討修正「土壤及地下水污染事件應變處理參考手冊」、(3)調查高科技產業物料及污染潛勢，建議修訂標準或納入整治費徵收對象、(4)蒐集彙整分析國內外歷年相關案例，提出土壤及地下水污染潛勢調查方向及後續因應對策等四大項目。 本（94）年度合計完成22件次污染案件之應變工作，辦理之成效皆能符合合約及主管機關之要求，並有效協助主管機關解決突發之污染事件，進而順利推動後續相關工作。而參考手冊之修訂，則於充分檢討原手冊之內容後，依法規程序、案例辦理方法等，以ISO文件格式修訂，簡化手冊格式，達成易懂、易使用之目的。手冊內容則依污染案件影響程度、涉及之行政單位等，明確訂定應變等級。經修訂後之手冊與實際案例相比對，驗證手冊內容應屬可行。 經檢討國內高科技產業使用之原物料，及國內外相關法規標準，有關增列管制項目及徵收對象之建議如下：地下水污染管制項目增列氰化物等5項；土壤污染管制項目增列丙酮等4項；整治費徵收對象增列甲醇等14項化學品。另經統計分析比較國內外相關案例，考量各類污染事件，本計畫依場址類別規劃未來長期監測或污染查證之工作項目，並概估每年之經費約6,250萬元。 | ||

Investigation, Verification, and Technical Support for the Incidents of Soil and Groundwater Pollution (2005)
| 英文摘要 | The project was mainly categorized into the following 4 parts: 1. to establish an emergency response team that assisted government in handling the incidents of soil and groundwater pollution; 2. to revise the original “Soil and Groundwater Contamination Emergency Response Manual (SGCERM)”; 3. to investigate the item of chemicals and it’s potential on pollution that currently used by hi-tech industry. Then suggested what item is suitable for incorporating into the “Groundwater Pollution Standards (GWPS)”, the “Soil Pollution Standards (SPS), and the “Soil and Groundwater Pollution Remediation Fund (SGPRF)”; and 4. to evaluate the cases of soil and groundwater contamination in Taiwan and other countries, then propose a investigation strategy to EPA. The emergency response team has completed a total of 22 pollution incidents, which fitted the entire request on the contract. It was also in compliance with the demands of the EPA by effectively assisting to resolve unanticipated pollution incidents. Upon fully studying the contents of the original SGCERM, it was revised following the current regulation and handling procedures of the real cases. The major amendment included: To reformat as ISO document that let government officials could use and comprehension easily. To set 4 levels of emergency response actions, which were separated according to the influence degrees and what administrative unit would involve in, etc. After validating the revised SGCERM with real cases, the revised SGCERM was practicable. After investigated the chemicals that was used by hi-tech industry, and the relevant regulations and standards both in Taiwan and foreign, additional items were proposed as follows: GWPS is proposed to add 5 items such as cyanide. The SPS is suggested to add 4 more items, such as acetone. And 14 types of chemicals, such as methyl alcohol, are proposed to add in SGPRF. Lastly, in evaluating the cases of soil and groundwater contamination both on Taiwan and foreign, this report proposed a long-term monitoring or pollution investigating plan for each of the site classifications. The execution of such plan would cost an estimated annual budget of approximately 62,500,000 NTD. | ||
