國內有害空氣污染物質排放調查及管制策略研擬計畫

中文摘要 本計畫主要工作內容包括:更新及建置環境有毒污染物質排放資料庫(戴奧辛、重金屬);解析重大戴奧辛排放源及評估可行減量策略,並依據減量目標,追蹤戴奧辛改善成效及研擬達成目標實施對策;執行中小型廢棄物焚化爐重金屬排放調查;協助進行戴奧辛排放標準研訂、評估煉鋼業電弧爐符合九十六年戴奧辛排放標準可行性、檢討及修定現行「廢棄物焚化爐空氣污染物排放標準」中重金屬管制標準等;蒐集國外相關檢測數據、可行控制技術、管制標準等相關資訊;持續擴充、更新戴奧辛排放資料庫,並將重金屬部分併入資料庫系統中成為環境有毒物質排放資料庫;及協助處理彰化線西及伸港地區鴨蛋戴奧辛污染事件環境調查及模擬作業等,各項成果說明如後: (一) 推估93年國內排放至大氣中的戴奧辛排放量約為144.0 g I-TEQ/年,已達到規劃減量目標175.0 g I-TEQ/年;排放量較92年度減少38%,主要係小型廢棄物焚化爐及電弧爐戴奧辛排放標準生效,業者進行戴奧辛改善工程。93年以台灣鋼聯公司為最大排放源,佔總排放量47%,目前該污染源已完成第一階段戴奧辛改善工程,且已符合排放標準;另一主要排放源為燒結爐,中鋼公司已於94年陸續完成戴奧辛改善工程,預期未來國內戴奧辛排放量將持續降低。 (二) 執行24座次中小型廢棄物焚化爐重金屬(鉛、鎘、汞及砷)排放檢測,從檢測數據瞭解,國內中小型廢棄物焚化爐重金屬排放濃度不高及排放量也低,僅有一家醫療廢棄物焚化爐所排放鉛濃度偏高,顯示中小型廢棄物焚化爐重金屬排放控制良好。 (三) 基於技術可行、風險評估分析及參考國外排放管制標準,研擬「煉鋼業集塵灰高溫冶煉設施戴奧辛管制及排放標準」草案,新設污染源排放標準值需符合0.4 ng TEQ/Nm3。而既存設施分二階段實施,第一階段於94年10月12日起,需符合9 ng TEQ/Nm3;第二階段要求於95年9月1日起,需改善至1 ng TEQ/Nm3,相關標準於94年10月12日發布實施。 (四) 為持續擴大列管,全面降低戴奧辛對環境之危害。研訂「固定污染源戴奧辛排放標準」草案,新設污染源戴奧辛排放標準值為1.0ng I-TEQ/Nm3;既存污染源考量現況及工程改善期限,排放標準分兩階段,第一階段標準值為 2.0 ng I-TEQ/Nm3,生效日期為96年01月01日;第二階段標準值為1.0 ng I-TEQ/Nm3,生效日期為97年01月01日,本項標準於95年01月02日發布實施,國內全數固定污染源納入管制。 (五) 針對廢棄物焚化爐排放重金屬檢討部分,提出修訂草案;新設焚化爐部分,建議設計處理量4.0公噸/小時之焚化爐,鉛排放濃度為0.2mg/Nm3、鎘排放濃度為0.02mg/Nm3及汞排放濃度為0.05mg/Nm3;設計處理量<4.0公噸/小時焚化爐,鉛排放濃度為0.5mg/Nm3、鎘排放濃度為0.04mg/Nm3及汞排放濃度為0.05mg/Nm3。既存焚化爐部分,建議設計處理量4.0公噸/小時焚化爐,鉛排放濃度為0.2mg/Nm3、鎘排放濃度為0.04mg/Nm3及汞排放濃度為0.08mg/Nm3;設計處理量<4.0公噸/小時焚化爐,鉛排放濃度為0.5mg/Nm3、鎘排放濃度為0.04mg/Nm3及汞排放濃度為0.08mg/Nm3,草擬修訂標準值較原標準嚴格許多,但分析對業者衝擊不大。 (六) 煉鋼業電弧爐戴奧辛排放標準第一階段標準值5 ng I-TEQ/Nm3已於93年度生效,透過稽查及業者定檢數據統計發現,皆可符合第一階段管制標準。96年度將生效之第二階段0.5 ng I-TEQ/Nm3;依據94年度從稽查數據分析63%業者可以達到第二階段排放標準;從定檢數據分析僅81%業者可以達到第二階段排放標準。 (七) 計畫執行期間因發生彰化縣線西及伸港地區鴨蛋戴奧辛濃度偏高事件,鴨場附近有重大戴奧辛排放源台灣鋼聯公司,除協助環保署辦理相關緊急應變工作外,也進行兩次環境介質調查工作,調查項目包括:環境空氣、植物、土壤、飼料、牡蠣殼、初糠墊料及留鳥檢體等戴奧辛分析。調查期間因台灣鋼聯停工進行戴奧辛改善,環境空氣部分皆可符合日本環境品質基準0.6 pg TEQWHO98/Nm3標準,植物部分因鋼聯停工及經歷二次颱風清洗,戴奧辛濃度遠低於過去測值,土壤測值皆低於國內土壤戴奧辛管制標準1000 ng I-TEQ/kg d.w.,但發現姚火木鴨場旁土壤戴奧辛偏高,後續確認為集塵灰與爐渣混合非法棄置場;飼料部分濃度低於過去檢測值,牡蠣殼部分與過去農委會分析數值相近;留鳥檢體部分,共捕捉夜鷺、小白鷺等三種鳥類,戴奧辛濃度介於14.8 pg I-TEQ/g fat -32.2 pg I-TEQ/g fat。

The Project of Emission Investigation and Draft Control Stratgy of Hazardous Air Pollutants (HAPs) in Taiwan Area

英文摘要 The scope of work for this project includes: 1) to update and establish the emission inventory of toxic air pollutants (dioxin and heavy metals); 2) to analyze the existing major pollutants and evaluate the reduction strategy; 3) to follow up the dioxin reduction achievements and prepare the action plan according to the reduction target; 4) to execute the emission investigation for heavy metals emitted from the small and medium waste incinerators; 5) to assist in drafting the dioxin emission standard; 6) to evaluate the feasibility of the 2007 dioxin emission standard for electric arc furnaces; 7) to review and amend the existing emission standard of heavy metals for waste incinerators and etc; 8) to collect and summarize the related information regarding dioxin emission data, available control technology and emission standards from foreign countries; 9) to assist in investigation of the dioxin- polluted-duck-eggs case at Chang-Hua County . The achievements of this project are described as below: 1. Estimation of the total dioxin emission in Taiwan area is 144.0 g I-TEQ in 2004, and the reduction target (175.0 g I-TEQ) is achieved. The total dioxin emission in 2004 is 38% less than the emission in 2003. The reduction is achieved due to the promulgation of the dioxin emission standard for small incinerator and electric arc furnace in 2004, which enhanced the pollution sources to take consequent reduction actions. The largest pollution source is Taiwan Union Steel, which counts for 47% of the total emission. The other major pollution sources are the sinters. The China Steel has fulfilled the consequent dioxin reduction actions in 2005. It is expected that the total dioxin emission will be even lower in the future. 2. A total of 24 small and medium incinerators have been tested for heavy metals emission (lead, cadmium, mercury and arsenic) in this project. Based on the testing results, it was found that the concentration in stack as well as the total emission quantity of most of the tested incinerators is low. Only one medical waste incinerator was detected high lead concentration. This shows that the heavy metal emission of the small and medium incinerators is well controlled. 3. Based on technology feasibility, risk assessment and foreign related legislation emission condition, the draft”Dioxin control and emission standard of the ashes thermal refining facility for steel industry” was prepared. Starting from Oct.12, 2005, the newly installed thermal refining facility should meet the emission standard of 0.4 ng-TEQ/Nm3. Starting from Oct.12, 2005, the existing thermal refining facility should be improved to meet the emission standard of 9 ng-TEQ/Nm3; and by September 1, 2006, the existing thermal refining facility should be improved to meet the emission standard of 1 ng-TEQ/Nm3. 4. In order to further reduce the impact of dioxin to the environment, the draft”Dioxin emission standard of the stationary sources”was prepared. Starting from January 2, 2006, the newly installed stationary sources should meet the emission standard of 0.5 ng-TEQ/Nm3. Starting from January 1, 2007, the existing stationary sources should be improved to meet the emission standard of 2.0 ng-TEQ/Nm3; and by January 1, 2008, the existing stationary sources should be improved to meet the emission standard of 1.0 ng-TEQ/Nm3. After that the dioxin emission from all the stationary sources are regulated by the standard. 5. The heavy metal emission standard of the waste incinerators was reviewed and the recommended revised standards are prepared in this project. The recommendations are: the newly installed incinerator with treatment capacity over or equal to 4 tons/hour, the lead emission standard is 0.2 mg / Nm3,the cadmium emission standard is 0.02 mg / Nm3 and the mercury emission standard is 0.05mg / Nm3. With treatment capacity less than 4 tons/hour, the lead emission standard is 0.5 mg / Nm3,the cadmium emission standard is 0.04 mg / Nm3 and the mercury emission standard is 0.05mg / Nm3. For the existing incinerator with treatment capacity over or equal to 4 tons/hour, the lead emission standard is 0.2 mg / Nm3,the cadmium emission standard is 0.04 mg / Nm3 and the mercury emission standard is 0.08mg / Nm3. With treatment capacity less than 4 tons/hour, the lead emission standard is 0.5 mg / Nm3,the cadmium emission standard is 0.04 mg / Nm3 and the mercury emission standard is 0.08mg / Nm3. 6. The existing dioxin emission standard for electric arc furnace is 5.0ng-TEQ/Nm3 which has been effective since January 1, 2004. Based on the audit data by city government and self-testing data by the owner of electric arc furnace, the dioxin emission standard has been achieved by all the tested pollution sources. The dioxin emission standard for electric arc furnace will be strengthened to 0.5ng-TEQ/Nm3 in January 1, 2007. Based on the existing audit data by city government, there will be 62% pollution sources which can conform to 0.5ng-TEQ/Nm3. According to self-testing data by the owner of electric arc furnace, there will be only one electric arc furnace that can not conform to 0.5ng-TEQ/Nm3. 7.During the project execution period, there was the dioxin- polluted-duck-eggs case occurred at Siansi Township and Shengang Township in Chang-Hua County. And the Taiwan Union Steel, one of the major pollution sources, is located near the duct farms. Supplementary tasks were added to this project, which includes: assist the EPA to prepare the emergency response actions; and execute the field dioxin investigation, which includes ambient air, plant, soil, feed, Little Egret and Black-crowned Night Heron etc., During the investigation period, the Taiwan Union Steel was ordered to shutdown. The investigation results show that the dioxin concentration in ambient air can meet the Japanese environmental quality standard 0.6 pg TEQWHO98/Nm3. Dioxin content in the plant is lower than the past as the result of Taiwan Union Steel has been shutdown and there was two typhoons passing by. The dioxin concentration in soil was below the Soil Dioxin Control Standard of 1000 ng TEQ/kg d.w. However, higher dioxin concentration in soil near the Yao, Ho-Mu duct farm was detected, and the site was later confirmed to be an illegal dumping site of slag and fly ashes. The results show that dioxin concentration is between 14.8 pg I-TEQ/g fat – 32.2 I-TEQ/g fat for Little Egret and Black-crowned Night Heron.
