'This plan promoted odor and burning pollution ban control and improvement in the public and premises for this year. The execution period was from June 15, 2005 to February 28, 2006. The achievements were briefed as follows.
1. Inspection
For the objective of an effective odor control plan, the inspection works were classified as normal inspection, special inspection, and special inspection caused by people’s complaint, according to the operation types. However, open burning should be controlled in time. In addition to normal inspection and special inspection caused by people’s complaint, during the rice harvest season, the paddy area was inspected frequently. The execution number was 523 for Special inspection caused by people’s complaint and other actual open burning cases. Normal inspection and special inspection caused by people’s complaint totaled 208 cases for odor sources.
The open burning report figure showed a drop from 13.3 cases per month in 2003 to 9.9 cases per month in 2005. The odor report figure also showed a drop from 26.5 cases per month in 2003 to 12.3 cases per month in 2005. It revealed that the control plan execution was effective in reducing people’s complaint cases.
2. Sampling and measuring for the odor source
The odor sources complained by people should be sampled. The sampling would be performed by a qualified analytical laboratory. The sampling and testing method would be performed according to environmental protection standard methods announced officially by EPA (using comparison sample bags). 20 odor sources sampling was carried out in the public and premises, including 11 odor cases in 9 places complained by people. 7 samples were found over the regulation among them, and the odor sources were requested for improvement. For the livestock industry odor improvement assessment, 9 odor sources sampling was carried out of which 2 samples were found over the requirement of the regulation.
3. Announcement and assistance for pollution improvement
Offering 8 news releases, carrying out radio announcements for 9 days, one cable TV announcement inserting the sowing type with subtitles (horse race light), 500 folding handout, and advertising inserts in the newspaper during first and second harvest times. Delivering 400 manuals to local farmers during patrolling and coaching.
7 sessions were held publicly. The number of participants was 374. Including 4 non-open burning treatment technology sessions, 1 session related to disposal of mock paper money on Chongyuan Festival, 1 session related to odor source improvement and 1 session related livestock breeding.
Odor control interpretation for Livestock industry and informal discussion meeting had 64% and 80% of attendance. This showed an increasing in the number of farmers who cared about odor control, and reached the result of leading.
Ten pig farms were selected for improving odor control program for this year, which led to odor control improvement technique and advise for better change for plans. Within 9 testing farms, only two odor sampling sources failed to comply with the regulation. This showed the assistance program had a good result.
4. Burning pollution decrement in the open
The patrol for open burning was carried out in high frequent area. When the burning was found, the extermination was putting in place. For general waste incineration, 241,388 kg remainders were estimated after extermination. Total pollutant was reduced about 1932kg TSP, 1898kg PM10, 15kg SOx, 489kg NOx, 16706kg CO, 2914kg THC and 2331kg NMHC.
According to the burning loading coefficient, discharge coefficient, the surpluses were estimated about 77,995kg after agricultural waste open burning was prevented. It was estimated through the calculation of Pollution Estimate Formulae that total pollutant was reduced about 552kg TSP, 249kg PM10, 4kg SOx, 201kg NOx, 4995kg CO, 417kg THC and 189kg NMHC.
