The duration of this project is two years, and the conclusions from the first year (FY2005) are four folds as described below:
1. Understanding international initiatives and developing collaboration schemes
First, collection of information on GHG emission control policies, methodologies for inventory calculation, and reduction strategies from the United States, Germany, Japan, United Kingdom, and Republic of Korea was carried out. Furthermore, collaboration schemes were proposed at the national, local authorities, and NGO/NPO levels, and preliminary contacts were made with organizations such as ICLEI, IGES, and NIES through email. Those organizations are active in all the different levels raised above, and the project group should maintain contact with those organizations.
2. Development of GHG emission inventory registration system and portal site for environmental sectors in Taiwan
Estimation of GHG emission for domestic environmental sectors on the years 1990, 1994, 2000 and 2004 were done. The emissions were 4,894, 6,565, 10,243 and 10,225 ton CO2-eq during those years, from which we could understand that the increase of emission is slowing down in those years. In the year 2004, the emission from landfilling, incinerator and wastewater treatment contributed the most in the environmental sectors. A portal site that deliver comprehensive information relevant to the GHG emission from environmental sectors were constructed, and now made publicly available.
3. Developing strategies for emissions control in environmental sectors
GHG emissions control strategies for environmental sectors and sub-sectors were developed by referring to foreign countries’ experience. The strategies could be divided into three main components: reduction from emission source, recovery and utilization of GHG, and use of an alternative fuel for garbage-transport system. 33 management measures were proposed including incineration (7), garbage-transportation (8), wastewater treatment (7), landfilling (3), composting (2), and night soil treatment systems (6). Because both data quality and quantity is not sufficient at this moment, no conclusion should be derived from the inventories shown in this report. Two panel discussions with specialists were held during the first year of the project, which suggests that the project should focus more on development of inventory and registration systems and to understand reduction strategies applied by other countries in order to set up accurate baseline data and develop future management strategies.
4. Providing local environmental protection agencies in cities and counties with supportive information
Considering the importance of retrieving local GHG emission data, a number of existing local GHG reduction plans around the world, namely from Canada, Australia, and the United States were analyzed to support development of reduction plans for Taiwanese counties and cities. Three conferences were offered to publicize the information to counties and cities in the first year of the project. Experts from local EPA were invited and the circumstance of other countries, emission estimation methodologies, and cooperation scheme of this project, was described. Feedback from the invitation of counties and cities to this project was gathered to select several counties and cities to focus on in the pilot plan of GHG reduction to be carried out in the second year.
