EPA has started the second stage of “Compulsory Garbage Separation” on Jan. 1st of 2006 in Taiwan. The first three months will be the advisory quarter, which means the residential trash bags will be checked randomly to see whether they are well-classified or not. The residents who did not follow the rules will be asked to re-separate at once or back in their residences. The policy will be enforced after April 1st of 2006, only residents who have not likely to cooperate will be fined.
The main purpose of this survey is to understand how well people are willing to cooperate and their satisfaction level about carrying out the policy. The survey was conducted by telephone interviews from March 10th to March 20th in 2006 with 4741 valid samples. Interviewees were residents at the age above 20, living in the 23 cities and counties in Taiwan. Based on this survey, we come to the following conclusions:
1. 89.6 percent of the interviewees were aware that EPA started to carry out the Compulsory Garbage Separation policy from Jan. 1st this year.
2. 97.4 percent of the interviewees have been working on the garbage separation following the Compulsory Garbage Separation policy, and 65.5 percent of them were satisfied with the policy.
3. 60.3 percent of the interviewees were satisfied with the working attitude of garbage truck workers.
4. 97.5 percent of the interviewees would work on recycling at home and 91.3 percent of the interviewees would collect leftovers.
5. 68.1 percent of the interviewees in the cities and counties were aware that the garbage separation policy will be enforced from April 1st.
In conclusion, nearly 90 percent of the residents were aware that the Compulsory Garbage Separation policy has already been carried out, and most of them supported it. For the time being, the level of cooperation with the policy has reached 98 percent, indicating that most residents have been starting garbage classification.
